- FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing to the Point of Contact(s) indicated below. Construction Project: The magnitude of construction is estimated to be between $500,000 and $1,000,000. The resulting contract will be firm-fixed-price. The Corps of Engineers (USACE), Seattle District, proposes to replace the entire road structure at Priest River Recreation Area. The Priest River Recreation Area paving project is located in Priest River, ID. �Within the Priest River Recreation Area, there are several sections of road that have failed significantly with damages, so the entire road structure will be replaced. The total square footage of currently paved surfaces that need to be removed and replaced in the Priest River Recreation Area equals approximately 107,000 sq ft. All construction will meet Idaho Department of Transportation (ITD) specifications. The Priest River Recreation Area will require the contractor to: (1) Remove the old road, base and obstructions beneath, such as roots, which are currently damaged; (2) Rebuild the grade and slope the road appropriately and prepare the subbase according to ITD standards; (3) Apply bituminous material for the tack coat; (5) Apply bituminous material for the prime coat; (6) In accordance with ITD standards, install new asphalt surface with appropriate butt joints and transitions; (7) Roll and compact the surface thoroughly and uniformly; (8) Conduct the necessary checks to ensure the grade and smoothness requirements are met in accordance with ITD. Solicitation number W912DW-23-B-0016 will be posted to www.sam.gov website, on or about 25 July 2023. The solicitation will be an Invitation for Bids. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about bid opening. The NAICS code for this procurement is 237310, Highway, Street, and Bridge Construction, and the associated small business size standard is $45,000,000 in average annual receipts. The solicitation will be a 100% 8(a) set aside. The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the sam.gov under the subject solicitation number. NO CD's OR HARD COPIES WILL BE AVAILABLE. Offerors are responsible for checking for any update(s) to the Notice/Solicitation.
