- Description
- The subject requirement is for the acquisition of NSN 4910016194329, MAINTENANCE KIT, VEH. AMC/AMSC: 1/G. TDP is available at: https://pcf1x.bsm.dla.mil/cfolders/. Search by Solicitation No. SPE7LX23R0087 An Indefinite Quantity Long-Term Contract with a three year base period and two one-year option periods is anticipated. The total duration base plus option years shall not exceed 5 years. NAICs 336992 applicable with Small Business Size Standard 1500. The solicitation will be available on July 28, 2023 at https://www.dibbs.bsm.dla.mil/rfp/. The Government intends to issue a split-award and it will depend on the offers received and the final evaluation. The Government intends to award more than one contract for the solicited item; however, the Government reserves the right to award only one contract if it is determined to be in the best interest of the Government. The government will award no more than _2_ contract as a result of the solicitation. If split awards are successful, each offeror receiving an award will receive a split portion of the NSN, which will be determined at the conclusion of negotiations (example 50/50, 60/40, 70/30), and each delivery order will be split in the same manner. The relative split will be determined by the Contracting Officer based upon a tradeoff of factors such as price, past performance and delivery as outlined in Section M. The contract award(s) and the split of said award(s) will be made to the offeror(s) who represent the best value to the Government, as determined by the Contracting Officer. In the event a vendor is unable to perform on a delivery order in accordance with its applicable split award allocation, the Contracting Officer may issue a delivery order to the other split award vendor that is in excess of that vendor's split award allocation. Compliance to the split allocation will be measured over the contract term on a yearly basis. Orders authorized by the Contracting Officer under this paragraph to the other split award vendor shall not count towards the percentage allocation requirements of that vendor's contract. The sourcing logic and procedure will be defined in the award document. FAR Part 12- Acquisition of Commerical Item procedures will be used. Increments and delivery schedule will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirements will annotated in the RFP. All responsible sources may submit an offer, which shall be considered. It is the responsibility of the offeror to obtain the additional data that is necessary to manufacture the item and provide this evidence to the Government. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery and other evaluation factors as described in the solicitation. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer.
