- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.106, with Charles Brenner LLC, as the only responsible source that can provide DNA View software. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2023-01 are incorporated. The USAMRAA intends to procure a firm-fixed-price contract for DNA View software. DNA�VIEW is an integrated forensic mathematical expert software package for DNA identification.� It is used by DNA Identification experts and crime laboratory personnel to perform complex analysis for Short Tandem Repeats (STRs) and Single Nucleotide Polymorphisms (SNPs) on autosomal, Y-haplotype and X-link loci.� The software performs analysis of mixed samples, kinship, paternity and disaster victim identification.� AFDIL utilizes the software for analysis of complex cases where standard direct references are not available, many-contributor mixtures, and extended kinship analysis or incest cases as well as larger multi-fatality cases with comingled remains.� DNAView is the most comprehensive forensic mathematical expert software package for DNA identification.� It has been validated for use by AFDIL as required by AFDIL�s ISO 17025 accreditation.� Use of alternative products without validation/re-accreditation would invalidate AFDIL�s ISO accreditation and would jeopardize AFDIL�s ability to identify fallen U.S. service members as well repatriate their remains to family.� The intended procurement will be classified under North American Industry Classification System (NAICS) 513210 with a Small Business Size Standard of $47M. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
