MISSION ENGINEERING TECHNICAL & ENGINEERING OPERATIONS FOR RELIABLE SOFTWARE (METEORS) REQUEST FOR INFORMATION(RFI) /SOURCES SOUGHT ANNOUNCEMENT THIS NOTICE IS ISSUED AS A REQUEST FOR INFORMATION (RFI) /SOURCES SOUGHT ANNOUNCEMENT. �This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), solicitation, or qualifications of the prospective contractor, nor does it represent any commitment by the Government. �Since this is a Request For Information/Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents.� No reimbursement will be made for any costs associated with providing information in response to this announcement. �No telephone calls will be accepted requesting a bid package or solicitation. �A solicitation does not presently exist. �The Air Force will not accept or acknowledge emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information. The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute this requirement. �A negative response is also appreciated. �Therefore, we further invite all business concerns (large and small) to provide a capability statement in response to this requirement. �Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. �Contractors are encouraged to obtain further information on SAM registration at the following website: https://sam.gov/content/home This announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any preparation costs. If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum the questions presented within this announcement and submitted to the points of contact listed below by the due date. The Government does not intend to rank submittals or provide any reply to interested firms. Following submissions of a capability package, Government representatives may choose to engage in additional communications with selected respondents only intended to support market research for further clarification of industry capability to meet requirements. The content below provides the technical requirements of the METEORS effort to support an availability determination of Industry�s technical capabilities. In accordance with FAR Part 10, Market Research, AMIC DET 2 OL/PKA is seeking information of/for potential sources for METEORS. �The anticipated requirement value is estimated at $250M over a 10-year ordering period and will provide expert technical services to AFTAC in conducting a variety of projects with both Operations and Maintenance (O&M) and Research and Development (R&D). �The support provided under this effort will be used to advance AFTAC technical capabilities for its nuclear treaty monitoring mission and support various R&D activities for advanced nuclear technologies and projects. �To effectively meet the program requirements, the contractor must have a specialized mix of professionals in program management, administrative services, various acquisition support, simulation and modeling support, system integration services, and nuclear physics/engineering subject matter expertise. �Experience with other nuclear missions and familiarity with applicable national agencies and Department of Energy National Laboratories in relevant areas is highly desired. Personnel must have clearances to support classified work at a level commensurate with the requirements, up to and including Top Secret/Sensitive Compartmented Information (TS/SCI). Respondents are advised that prospective offerors will be required to hold an active facility clearance. Due to the security requirements of the work location, no work can be performed until appropriate facility and personnel clearances are obtained. (See Attached Draft PWS) 1.0 SPECIAL REQUIREMENTS: Personnel must have clearances to support classified work at the start of the contract performance if a contract is materialized. Contractor personnel supporting this requirement will require a final adjudicated current security clearance at the TOP SECRET, DCID 6/4 level. �US Citizenship is required for all personnel supporting on the contract. �SECRET Facility Clearance is required. 2.0 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330 � Engineering Services, with the corresponding size standard of $25.5M, and 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with the corresponding size standard of 1,000 employees. To assist in making a determination regarding the level of participation by Small Business in any subsequent procurement that may result from this Request for Information/Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement�s areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. �Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). 2.1 RESPONSES SHALL INCLUDE: a)�� Business name and address Name of company representative and their business title Business Size (Large or Small) and Type (aka WOSB, HUBZone, etc.) (if applicable) Cage Code SAM Unique Entity Identifier (UEI) Capabilities statement package (no more than 15 pages) demonstrating ability to perform in accordance with PWS paragraphs. Contract vehicles that would be available to the Government for the procurement of the product and service, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) Provide a response on the 10-year ordering period, pricing of this period, desired options during this period for pricing, and if this is an acceptable Period of Performance length for this type of requirement? Provide whether or not Oral Presentations are a desirable method of evaluation for the technical approach. Provide desired interest in a potential unclassified or classified Industry Day and whether the preference is in person or virtually, for this acquisition. Technical Expertise: What specific technologies, tools, or software platforms do you have expertise in? Can you provide examples of projects where you have successfully implemented similar technologies? Do you have any specialized certifications or training related to the required technology? Future Technology Trends: Can you provide insights into emerging technology trends that could be relevant to the project? How do you stay updated with the latest advancements in technology within your industry? Do you have a research and development (R&D) department or innovation initiatives in your company? Integration and Interoperability: How do you ensure that your technology solutions can integrate with existing systems or third-party applications? Can you provide examples of projects where you have successfully integrated disparate technologies? Do you have experience with any industry standards or protocols related to interoperability? Software Maintenance and Support: What level of maintenance and support do you provide for your technology solutions? Can you describe your process for handling bug fixes, updates, and enhancements? Do you offer any service level agreements (SLAs) for response times and issue resolution? Security and Data Protection: How do you ensure the security and confidentiality of data and information in your technology solutions? Are you familiar with and compliant with relevant DoD security standards and regulations? Capacity and Resources: Can you demonstrate the ability to meet the requirement? What resources, facilities, or equipment do you have available to support this project? How do you ensure quality control and maintain product/service standards? Subcontracting Opportunities: Are you open to subcontracting opportunities? If yes, please specify the types of services or products you are interested in subcontracting. Do you have any preferred subcontractors or teaming partners for this project? Can you provide information on your experience managing subcontractors or teaming arrangements? Classification Security: Can you work at the Top-Secret level? Additional Information: Is there any other information, capabilities, or qualifications that you believe are important for us to know? Can your company accomplish tasks associated with �all� mission areas identified in the draft PWS? Yes or No If no, do you believe a single company exists that can perform tasks associated with �all� mission areas? Provide context to your answer. Do you recommend a Single or Multiple Award IDIQ for this requirement? Identify preferred contract structure/solution. Would you recommend breaking the draft PWS into multiple PWSs for execution on multiple contracts? Provide context to your answer. Respondents must identify which Mission Areas your company would like to, or can currently accomplish, and include supporting information which demonstrates your capabilities to meet those tasks. Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. �A cross-reference matrix is requested which links the Draft PWS task to the supporting information provided. �Past performance information that is related to the tasks in the Draft PWS is requested, if available. 2.2 SUBMISSION DETAILS: Vendors interested in responding to this announcement should submit unclassified technical capabilities statement via email NLT 14 Aug 2023, 5:00 p.m. Eastern Time (ET) to Contract Specialist Mr. James Pattullo at james.pattullo@us.af.mil, AND Contracting Officer Ms. Ranada Lowe at ranada.lowe@us.af.mil. If the technical capabilities response contains classified information, see section 2.3 below. Proprietary information and trade secrets, if any, must be clearly marked on all materials. �All information received that is marked Proprietary will be handled accordingly. �All submissions become Government property and will not be returned. �All Government personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. 2.3 CLASSIFIED INFORMATION:� If the Request For Information/Sources Sought response contains classified information (up to SECRET), the preferred method of receipt is SIPR email to the Program Manager, Mr. David L.
