Description
Request for Information (RFI) pertaining to a contemplated new procurement to acquire technical solution to recording, tracking, and reporting of training requirements for the Department of Transportation (DOT) Office of the Inspector General (OIG) employees to meet various compliance requirements for auditors, investigators and more. DESCRIPTION OF REQUIREMENT The purpose of this notice is to enable OIG to obtain preliminary information about the kinds and sizes of businesses that are capable of performing a contract of this scale.� This notice is not a Solicitation, and it does not seek the submission of formal binding proposal.� In the event that DOT determines that these services will be procured, a formal Proposal will be issued. The Office of the Secretary (OST) is issuing this RFI to identify potential qualified sources, including, but not limited to Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described in the attached draft Statement of Work (SOW) to provide�� a customizable, commercial-off-the-shelf (COTS) application, to provide for tracking and reporting of employee continuous professional education (CPE) hours and other training requirements tracking, with technical support for system enhancement, maintenance, and expansion support for application, for up to a five-year period.�� OST welcomes all qualified sources with the appropriate technical capability and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below.� The Government may decide to limit its competition to those qualified GSA 00CORP Professional Services Schedule (PSS) Schedule holding contractors. OST does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by OST. OST may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against OST shall arise as a result of a response to this notice. The NAICS code for this effort is 519290 -�Web Search Portals and All Other Information Services. The Size standards in number of Employees is 1,000. The anticipated period of performance proposed is five years, inclusive of a one one-year base year and four one-year option years). CAPABILITY STATEMENTS Sources are requested to submit a capability statement that addresses their ability to deliver the required products and/or services. The capability statement should clearly identify the following items regarding the interested organization(s): Name and address of prospective entity; Unique Entity ID (UEI); Technical capabilities to perform the work; Relevant experience and credentials; Synopsis of experience and expertise of potential staff; and Relevant projects completed within the last three years and related to the anticipated objectives of the contract with information on the client, scope, and products.[GR(1]� RESPONSES TO THIS RFI After reviewing the Draft SOW, interested parties shall submit the following in response to this RFI: Company Capability Statement tailored to the requirement (SOW) that demonstrates ability to successfully accomplish the goals of the project (See Capability Statements, above) Completed Business Info and Q&A Worksheet: Tab 1 � Business Information Name and address of prospective entity; Unique Entity ID (UEI); Identification of business size based on NAICS code and associated size standard identified above; Estimated total price for this requirement; and List of labor categories anticipated. Tab 2 � Question Worksheet Any questions/comments the interested party has regarding the requirement and Draft SOW. FORMAT AND PAGE LIMIT The response shall be no more than 10 pages in length, single?spaced, with font no smaller than 10 point or no larger than 12 point. The document shall be in Adobe Acrobat or Microsoft Word format. Do NOT submit marketing material. �The response should address the tasks outlined in the draft SOW.
