Solicitation Number: NRMJ10002300986SML Notice Type: Sources Sought Synopsis Title: Pyrheliometers, Pyranometers, Pyrgeometers, and Cables Response Date: July 20, 2023 This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Global Monitoring Laboratory (GML) is expanding their existing Surface Radiation Budget Network (SURFRAD) as well as their compact, portable radiation systems (RadSys), and upgrading their instrumentation at Global Monitoring Laboratory (GML) Baseline Observatories. These radiometers are used to measure all components of the solar radiation budget, which can then be used for improving weather and climate models, renewable energy, wildfire smoke studies, and satellite products. The GML needs new solar radiometers to outfit new permanent sites and portable platforms, and currently use OTT Hydromet�s Kipp & Zonen pyrheliometers, pyranometers, pyrgeometers, and cables. INTENDED USE/PURPOSE: Pyrheliometers are a device used to measure the direct solar energy, providing the ability to measure the direct solar component at our new Surface Radiation Budget Network (SURFRAD) and Baseline Observatory sites. Pyranometers can be used to measure the total solar radiation as well as diffuse solar radiation when shaded, allowing the ability to measure both the total and diffuse components at new observation sites. Pyrgeometers are a device that is used to measure the infrared (IR) components of the solar energy coming into earth as well as the reflected IR emitting by the Earth�s surface, allowing the ability to measure the incoming IR as well as the emitted IR at all of the new measurement sites. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: Instruments are calibrated and exchanged regularly, so any new instrumentation needs to be able to fit into the current infrastructure at any of the existing measurement sites. Instruments also to meet the standards outlined in the ISO 9060 report. The North American Industry Classification Code (NAICS) is 334516 with a size standard of 1,000 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
