- Pursuant to Federal Acquisition Regulation (FAR) 6.302-1, the National Geospatial-Intelligence Agency (NGA), Office of Contract Services (OCS), plans to award a sole source modification for a Four (4)-month Base with Three (3)-month Option Period extension, to Lunarline, 106 S. St. Mary�s St. San Antonio, TX 78205 in support of the Cybersecurity Integration and Software Assurance (CISA) under Order Number (HM0476-18-F-0242). Lunarline is the only responsible source to provide CISA support services within the required timeframe without unacceptable delays in fulfilling the Agency�s mission critical cybersecurity requirements. This action will allow NGA/OCS the opportunity to finalize corrective action as a result of a General Accountability Office (GAO) protest and transition to the follow-on contract, Defender. The Period of Performance extension is, Four (4)-month Base with Three (3)-month Option Period, effective 31 August 2023. The NGA/CIO-T CISA contract provides Cybersecurity Integration and Software Assurance activities, to that affect all NGA IT networks, systems, and services, ensure delivery of world-class GEOINT for the global GEOINT enterprise.��� The current contractor, Lunarline, supports the Chief Information Security Office (TS), whose mission is to safeguard the NGA mission through collaborative, forward-leaning, and risk-balanced solutions by providing Cybersecurity Integration, Software Assurance to ensure trust in GEOINT services and data. TS prioritizes cybersecurity initiatives, integrates all cybersecurity solutions, and facilitates the review and approval of all NGA information systems, including cross domain solutions.�Additionally, the contractor supports the Cybersecurity Integration and Software Assurance activities, such as cybersecurity integration and software assurance within the context of the agency�s risk management framework. NGA requires the support of the NGA Cybersecurity Strategy, cloud initiatives and emerging secure development and operations (DevOps) concepts while lowering NGA�s overall cybersecurity risk.� This support affects all NGA IT networks, systems, and services, to ensure delivery of world-class GEOINT for the global GEOINT enterprise. Additionally, this contract supports NGA/CIO/TS division in aligning and improving the overall posture and resilience of NGA�s Cybersecurity Program, while enhancing NGA�s cybersecurity infrastructure. This division operates at the intersection of the CISO�s core functions, CIO-T groups and offices, and other Key Components by applying unique cybersecurity perspectives and strategies, ensuring shared cybersecurity situational awareness, and orchestrating synchronized cybersecurity efforts that support NGA mission objectives. CISA is a non-personal services contract. Award to any other source would require a competitive acquisition and award, as well as transition and start-up time that would result in unacceptable delays in fulfilling ongoing critical agency requirements.� Further, this extension will avoid a break in cybersecurity service supporting NGA�s mission which requires cybersecurity services to protect and defend against network cyber-attacks. Cybersecurity services must provide information assurance measures that protect and defend information and information systems (IS) by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. These measures include providing for restoration of information systems by incorporating protection, detection, and reaction capabilities.�This sole source award will thereby provide continuity of cybersecurity support services under the CISA Order.��� This Notice of Intent is being published in accordance with FAR 5.2, which requires the dissemination of information on proposed contract actions. This synopsis is a Notice of Intent to issue an award using other than full and open competition and should not be construed as a request for competitive proposals. The determination of the Government not to open the subject requirement to full and open competition was made in accordance with (IAW) 10 U.S.C.2304(c)(1) and 6.302-1(a)(2)(iii)(B), �Unacceptable delays in fulfilling the agency's requirements.�� A competitive follow-on was awarded on 10 April 2023 and is currently under corrective action as a result of a Government Accountability Office Protest. Other parties may express their interest and provide a capabilities statement to the requirement no later than (NLT)�Friday, 28 July 2023, at 5:00 p.m. Eastern Standard Time (EST). Timely submitted capabilities statements shall be considered by the agency. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. The Government will issue a Justification and Approval (J&A) to support the need for a sole source award.� An approved J&A will be posted at the Governmentwide Point of Entry (GPE) (http://www.SAM.gov) within 14 days after award of the modification.
