Description
This notice announces the intent by Mission Installation Contracting Command (MICC) Fort Liberty in support of the Department of Public Works (DPW) to procure Mattress Refurbishment Services without competition as prescribed in FAR 13.501(a)(1)(ii). The Mattress Refurbishment Program is a recurring requirement that has been in place on Fort Liberty since 2008. This service is critical to the redeploying Soldiers� health, welfare, and morale. If unserviceable mattress is not replaced, redeploying soldiers will return to barracks rooms without adequate, clean, and serviceable mattresses. A review of historical data and previously MICC-Fort Liberty awarded contracts for mattress refurbishment, to include market research conducted, it has been found that there are no small business concerns capable of refurbishing mattresses. LC Industries a participant of the National Industries for the Blind (NIB) performed the services of mattress refurbishment since 2008 for Fort Liberty, NC for each of the contracts issued. The Contractor will replace non-recyclable mattress with recyclable mattress as required by the Furniture Management Office (FMO). The FMO will request the new mattress from the vendor as required not to exceed 40 mattress per month. All mattresses will be recyclable Mattress Size; 38X80. Mattress will be fluid proof by SO-Flux material, capable of being cleaned by wiping with soap & water. In addition, the SO-Flux material will be fire retardant, anti-bacterial, anti-static, non-allergenic, crack resistant, antimicrobial/anti-fungal, odor free, anti-bedbug, and dark navy blue in color. Mattresses will be sealed in transparent polyurethane bag when delivered to the FMO warehouse. Sterilize all mattresses in accordance with regulations of the North Carolina Department of Environment and Natural Resources using the North Carolina Sanitation standards. Remove outer ticking, inspect condition of inner upholstery and spring unit, replace or repair any deficiencies, replace old ticking using new Nylon material with Flame Retardant Barrier, inspect, trim, individually bag and palletize on reusable wooden pallets. This announcement fulfills the synopsis requirements under FA 5.203(a). MICC-Fort Liberty intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement.
