Description
The NIST Computing and Communications Theory group�applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. �Researchers apply their knowledge and skills in areas such as the�fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications.� In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems. In addition, our group is planning to develop new schemes and protocols for quantum networking and is planning to perform experiments to test these protocols in the newly developed DC-region Quantum Network (DC-QNet), a collaborative quantum networking effort between government agencies. To allow for collaboration with other agencies within the DC-QNet and explore cutting-edge measurement science, we need an entangled fiber-coupled single-photon source. Sole source determination is based on the need to procure an Entangled Photon Source (EPS) manufactured by ADVR for developing a measurement and testbed infrastructure to test and validate the performance of optical quantum components on the NIST Gaithersburg campus. Currently, NIST is using two subject systems Entangled Photon Source (EPS) manufactured by ADVR and is being used by NIST in the DC-QNet and NIST testbed. NIST needs to perform operations on the same model of equipment in order to compare, synchronize and verify results. NIST is planning to develop new schemes and protocols for quantum networking and to perform experiments to test these protocols in the DC-QNet. To accomplish NIST�s goals the EPS must be identical to the sources that are already in our possession, two ADVR entangled photon sources, that will match this requested source. If NIST is unable to obtain the EPS manufactured by ADVR,� NIST would not be able to distribute and characterize polarization entanglement within the DC-QNet if NIST does not have another EPS that match the systems already present in DC-QNet. Deviation from any of the requirements would result in an unsuccessful attempt of entanglement swapping on the NIST campus and the DC-QNet. Developing our own matching system would cost NIST at least one year of development time plus the associated material purchases. The estimated cost of such an approach would easily exceed $100k. Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor�s commercial schedule. As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.� The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 Employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations.� However, responses received by July 20, 2023, will be considered by the Government.�
