- The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) intends to upgrade an Agilent BioTek Cytation 5 with Microscopy Imaging Module, on a sole source basis, from Agilent Technologies, Inc. of 2850 Centerville Rd., Wilmington, DE 19898 This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). The North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument Manufacturing and the business size standard is 1,000 Employees. BACKGROUND The National Cancer Institute (NCI), Center for Cancer Research (CCR), Urologic Oncology Branch (UOB) requires purchase and installation of one (1) new Agilent microscopy imaging module for an existing Agilent BioTek Cytation 5 cell imaging multi-mode plate reader (S/N 22092813). UOB uses an Agilent Seahorse XF96 analyzer (S/N 411504) to study metabolic changes that occur in bladder, kidney, and prostate cancer. These studies have been limited by the inability to accurately compare separate cell lines and tissues. The current plate reader module performs absorbance, fluorescence, and luminescence measurements. The new microscopy imaging module under this order will additionally enable cell imaging and microscopy for seahorse normalization. The microscopy imaging module required under this order will be mounted onto the existing Cytation 5 plate reader, will allow automated imaging, and will generate data that seamlessly integrate with the installed Seahorse analyzer interface and can be analyzed with existing Gen5 Image Plus software. SCOPE � The purpose of this acquisition is to upgrade an existing Agilent microscopy imaging module at the NCI CCR. A new microscopy imaging module will allow NCI investigators to accurately compare separate cell lines and tissues derived from bladder, kidney, and prostate cancer. This new microscopy imaging module shall be fully compatible in all aspects (form, fit, and function) with the existing equipment and software systems presently installed. The microscopy imaging module shall hold characteristics in its external dimensions, weight, and size to allow its physical installation onto an Agilent BioTek Cytation 5 cell imaging multi-mode plate reader (form); and it shall seamlessly interface with this reader (fit). In addition, the microscopy imaging module shall be optimized to produce data which can be fully integrated with an Agilent Seahorse XF96 analyzer and be normalized with Agilent Gen5 Image Plus software (function). Agilent Technologies can provide an upgrade kit specifically designed for the Cytation 5 plate reader. The upgrade kit includes a camera, a tube lens, and an objective turret that all have proprietary designs and can be only purchased through Agilent Technologies. The installation of this upgrade kit can only be completed by Agilent Technologies engineers. The objective associated with this kit includes threading on the bottom to fit the objective turret of the kit. Furthermore, software code has been written by Agilent Technologies so that this objective can perform automated imaging. Microscopy imaging modules by other manufacturers cannot guarantee full compatibility in terms of form, fit, and function, and would impose a significant risk onto ongoing urologic cancer research. The utilization of a microscopy imaging module from another manufacturer potentially jeopardizes the researchers� objective to accurately compare separate urologic cancer cell lines and tissues. The NCI concludes that only the microscopy imaging module by Agilent Technologies fulfills all compatibility requirements. The following product features/characteristics are required for this requirement: To include camera, tube, lens, objective torrent, and 4x objective. Be capable of digital microscopy and microplate detection. Be capable of both filter and monochromator-based detection. Be suitable for cell counting with nuclear fluorescent dyes. Be capable of automated imaging. Fully compatible and suitable for installation with the Agilent BioTek Cytation 5 multi-modal plate reader system. Fully compatible and optimized for normalization workflows with the Agilent Seahorse XF96 Analyzer and Agilent Gen5 Image Plus software. The following products fulfill this requirement: Agilent CYT5 upgrade kit (product # 1320030); includes camera, tube, lens and objective torrent. Agilent 4x objective with holder (product # 1220519); with threading to fit in torrent. TYPE OF ORDER This shall be a firm fixed-price purchase order. � This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM ET, on July 20, 2023.� All responses and questions must be via email to Miguel Diaz, Contracting Officer at miguel.diaz@nih.gov.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
