- Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: NC-NP0000-23-01276 Project Title: Imagery of Horry County, SC The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM)-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Fugro Geospatial, Inc., for imagery of Horry County, SC. This detailed mapping data will provide important information on the current conditions, and changes that are occurring, in the coastal areas of the United States. This information is used to assess urban growth, map and inventory wetlands, delineate wildlife habitat, determine changes in land cover over time, and more. This information is derived from the analysis of high resolution, multispectral orthoimagery. The North American Industry Classification Code (NAICS) for this acquisition is 541370, Surveying and Mapping Services, with a business size standard of $19M. Sole Source Justification As part of its Coastal Change Analysis Program (C-CAP) the National Oceanic and Atmospheric Administration (NOAA) is responsible for creating high quality coastal land cover mapping products. NOAA is seeking high resolution (1-meter) land cover data for Horry County, South Carolina. This data should be derived from 2023 imagery acquired by Fugro, under contract from Horry County. This data should be provided in GeoTIFF format, and should be accompanied by the appropriate FGDC-compliant metadata. Fugro is the only company capable of performing this specific mapping, as they are the company that has acquired the 2023 imagery of Horry County, South Carolina. An alternative source of imagery for this mapping would require additional time to obtain and increased the production period (latency of data) for the mapping in this geography. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to rebecca.johnson@noaa.gov.� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
