The date for closing will be extended and posted at the same time. ****************** The solicitation will close on or about July 24, 2023. This requirement is set-aside 100% for small business. The United States Section, International Boundary and Water Commission (USIBWC), intends to award an Architect-Engineer (A-E) Services, Firm Fixed Price (FFP), Single Award, Indefinite-Delivery, Indefinite Quantity (IDIQ) Contract resulting from this solicitation. The contemplated award will have a one (1) year ordering period but may be subject to change or the availability of funds. The USIBWC needs help in designing, developing, and implementing an enterprise asset management (EAM) system for USIBWC assets located along the U.S.-Mexico border in the United States (States of Texas, New Mexico, Arizona, and California). The USIBWC anticipates using an Architect-Engineering Services, Firm Fixed Price (FFP), Single Award Indefinite-Delivery, Indefinite Quantity (IDIQ) Contract resulting from this solicitation. PERIOD OF PERFORMANCE: TBD/365 days after award. The project will be completed in phases and will be defined by the Government. Some of the phases may overlap or run concurrently. Subsequent phases will be awarded to the same firm under subsequent task orders subject to availability of funds and satisfactory performance. SCOPE OF WORK: The Contractor shall furnish all labor, material, supplies, equipment, superintendence, and transportation necessary to complete Task Orders for Architect-Engineer services. The Contractor shall be required to perform all or part of the services as identified in the solicitation and to be more specifically identified in individual Task Orders. The contemplated procurement requires a contractor(s) with experience in implementing an enterprise asset management (EAM) system in the various areas identified in the Statement of Work. The EAM system will include the systematic assessment of assets, operations and maintenance needs, and costs and schedules for future capital investment, among other aspects, taking into consideration the risk assessment of the existing infrastructure. Some of the forthcoming work may take place in Mexico for binational projects such as assessment of wastewater treatment plants, assessment and remediation of dam sinkhole issues, geologic studies, and assessment and designs of dam spillway, drain toes, and instrumentation. It is important for this agency to be highly qualified and experienced firms to deliver services as required for these types of projects. This effort will include development of the following: Strategic roadmap for asset management program Recommendations on EAM software system Recommendations on USIBWC pilot project Start-up, testing and implementation of USIBWC elected EAM software Wastewater Treatment Asset Management Plan including: Policy document Performance target setting Asset inventory and condition assessment Preventive maintenance� Predictive maintenance Risk assessment and management Reporting and communication SPECIAL REQUIREMENTS: Contractors must be able to coordinate with the Republic of Mexico and perform work within the States of Tamaulipas, Nuevo Leon, Coahuila, Chihuahua, Sonora, and Baja California for international projects. The A-E Contractor must possess sufficient qualifications as detailed in the Solicitation to provide the range of A-E services necessary under the Contract. Place of Contract Performance: Locations along the U.S./Mexico border in the United States (States of Texas, New Mexico, Arizona, and California) and the Republic of Mexico (States of Tamaulipas, Nuevo Leon, Coahuila, Chihuahua, Sonora, and Baja California). Task Orders may include work to be performed within Mexico for international projects and United States. The work will be performed under NAICS Code 541330 with a size standard of $25.5 million.� The resulting Contract will be firm-fixed price. Period of Performance is expected to be determined with some projects being 365 calendar days after the Contract has been awarded.
