- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (1) Action Code. F � Natural Resources and Conservation Services (2) Subject. Region 5 CERCLA Environmental Response IDIQ (3) Description. The USDA FS Region 5 contract is to secure the professional services for site environmental response activities that includes conducting various evaluations, studies, and reports as specified in the National Contingency Plan (NCP) found in 40 CFR 300 or as required by the Resource Conservation and Recovery Act (RCRA) or other federal or state hazardous waste cleanup regulations. Total Small Business (9) Proposed Solicitation Number. 12970223R0014 (10) Proposed Solicitation Period. The solicitation period is anticipated from 13 July 2023 through 11 August 2023.� All solicitation documents will be posted to SAM.gov Contract Opportunities under the solicitation number at item 9.��� (11) Site Visit. See item 12.� (12) Pre-proposal Conference. A pre-proposal meeting is not currently anticipated.� All contractors desiring site visits may access the various project sites at their leisure.� Contact the local Forest District Offices to ensure sites are suitable for visitors before planning visits.� (13) Contact Point(s). Projects may be located anywhere throughout United States Department of Agriculture (USDA), Forest Service (FS), Pacific Southwest Region 5. Region 5 (R5) includes eighteen (18) National Forests, located primarily in California with some small acreage along the California/Nevada Border and the California/Oregon border. Some of the work may encompass private land adjacent to these National Forest lands. (15) Contract Type: The Government anticipates awarding a multi-award Indefinite Delivery / Indefinite Quantity (IDIQ) Contract.� The Government anticipates four (4) awards. (16) Contract Award Period of Performance. The period of performance for one (1) base year and four (4) option years. � (17) Contract Award Date. On or about 01 September 2023. (18) Contract Award Dollar Amount. The Government anticipates that the range price of this contract will be: (19) Contractor. TBD following evaluation of competitive proposals.� One (1) contractor will be selected for award of this multi-year contract.� The awarded Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to award. (20) Additional Information. (20.i) Cutoff for Questions and Answers.� The cutoff for questions pertaining to this solicitation is Wednesday, 9 August 2023 NLT 1500 PST.� Questions must be submitted via email to matthew.killian@usda.gov. �Do not make assumptions.� It is better to ask and know than guess what the Government�s intent is for any given subject area.� All inquiries should include the solicitation number in the subject of the email. (20.ii) Proposal Submission.� Proposals are due Friday, 11 August 2023 by 1700 PST.� Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. The contractor is responsible for verifying receipt of proposal by the solicitation contact.�� (20.iii) Tips for Submission. a. Read the solicitation carefully and ensure that proposals include all documents specified in Section E.� b. Ensure all questions have been addressed prior to proposal submission.
