- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Grady Memorial Hospital Corporation to develop an Antidote Response Network (ARN) for mobilizing, deploying, and delivering antidotes to treat mass casualties following a chemical incident (e.g., release of an incapacitating agent). The Georgia Poison center is a professional, non-profit association housed at the Grady Health System and operates under the supervision of Emory University School of Medicine. The GPC is accredited as a Regional Poison Center by the American Association of Poison Control Centers (AAPCC). Georgia Poison Center manages the CHEMPACK program for situations in GA where the local entity does not have ready access to CHEMPACKs and has been doing this in partnership with the Georgias Department of Public Health Division of Emergency Preparedness for more than 25 years. The CHEMPACK program is an initiative of the Strategic National Stockpile program that provides antidotes to nerve agents for pre-positioning by State, local, and/or tribal officials throughout the United States. Information about and a similar process to the CHEMPACK program is required for development of an Antidote Response Network. Fire Departments, EMTs and HAZMAT teams, who do not have ready access to CHEMPACKs, consult with Georgia Poison Center, and they coordinate movement of the assets to the area of need. This is very similar to how the Antidote Response Network will work for other antidotes of critical need. Therefore, GA Poison Center is the only organization that can house and utilize a system with antidote inventory information and utilize it in a chemical incident where antidotes need to be urgently moved from the pharmacy to the area of need. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Marva Lewis at knn5@cdc.gov by 4:00 pm EST on July 20, 2023
