- The Department of Veterans Affairs (VA) intends to award a sole source contract to Escal Institute of Advanced Technologies, Inc., dba the SANS institute, 11200 Rockville Pike STE 200, North Bethesda MD 20852 for virtual on-demand Cybersecurity training courses, pre-testing, and certifications. The Contractor shall provide VA-CSOC virtual on-demand training courses, pre-testing and certifications offered by the SANS Institute, including: Bundled GIAC Courses: SEC573: Automating Information Security with Python and Certification Exam Voucher SEC599: Defeating Advanced Adversaries - Purple Team Tactics & Kill Chain Defenses and Certification Exam Voucher MGT551: Building and Leading Security Operations Centers SEC542: Web App Penetration Testing and Ethical Hacking and Certification Exam Voucher SEC575: Mobile Device Security and Ethical Hacking and Certification Exam Voucher Long Courses: SEC587: Advanced Open-Source Intelligence Gathering and Analysis No Certification Exam Voucher MGT516: Building and Leading Vulnerability Management Programs No Certification Exam Voucher SEC565: Red Team Operations and Adversary Emulation No Certification Exam Voucher Short Course: SEC580: Metasploit for Enterprise Penetration Testing No Certification Exam Voucher This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition, 41 U.S.C. § 1901 Simplified Acquisition Procedures implemented by Federal Acquisition Regulation (FAR) Subpart 13.106. In accordance with these subparts and 41 U.S.C. § 3304(e), a justification will document the circumstances of the contract action that deem only one source reasonably available (FAR 13.106-1(b)(1)(i)). This is a ""Notice of Intent"" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 12:00PM ET on July 28, 2023. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
