- THIS IS NOT AN INVITIATION FOR BID, PLANS AND SPECIFICATIONS ARE NOT AVAILBLE THE TENTATIVE ADVERTISEMENT DATE IS EARLY AUGUST, 2023. THIS PROJECT WILL BE ADVERTISED AS A SMALL BUSINESS SET-ASIDE. Project Details: The Central Federal Lands Highway Division (CFL) of the Federal Highway Administration anticipates awarding a Multiple Award Task Order Contract (MATOC) for road and bridge construction for the state of California. The government anticipates individual task orders ranging from $500,000 to $5,000,000. The request for proposals or invitation for bids will include all contractual requirements for which the work is being requested. Two (2) Task Order Request for Proposals (RFP) will be issued simultaneously with the MATOC Request for Proposal. The two (2) Task Orders (seed projects) will consist of: CA ERFO FS SEQUI 2021-02(2) and CA ERFO FS ELDOR 2021-02(4). Offerors will be required to submit a price proposal for the first two task orders as well as qualifications for the base MATOC RFP. The proposals for the first two (2) task orders will be used to evaluate price for the base MATOC lowest price technically acceptable (LPTA) awards. The scope of the task orders may include, but are not limited to bridge/roadway value engineering, fabrication and/or delivery of individual bridge elements or temporary works, bridge demolition, construction of temporary and permanent single and multi-span bridges and foundations, mobilization, contractor sampling and testing, earthwork, dewatering, walls, asphalt and concrete surfacing, drainage improvements, traffic control, installation of traffic signals and signs, roadway reconstruction, rehabilitation, MSE wall construction, asphalt concrete paving, trail construction, roadway excavation, rock embankment or embankment construction and other work incidental to road and bridge construction projects. This is competitive LPTA procurement and evaluation factors for award will be fully stated in the RFP. The government may award up to a maximum of eight contracts resulting from this solicitation to the responsible offerors whose offers conform to the solicitation while using the LPTA methodology. Each contract awarded will consist of one base year and options to extend the contract for two additional two-year periods. The shared capacity of the MATOC will have a maximum not-to-exceed five year total of $60 million. Details of the two task order seed projects are found below: PROJECT NUMBER: CA ERFO FS SEQUI 2021-02(2) PROJECT NAME: POWDERHORN BRIDGE PROJECT DESCRIPTION: The CA ERFO FS SEQUI 2021-02(2) Powderhorn Bridge project is located in the Sequoia National Forest in southeastern California. The project is proposing to replace the existing bridge which was completely damaged by the Windy fire late in 2021 and is proposed to be fully replaced with a prefabricated steel bridge. Prior to fire damage, the bridge was a one lane, two-way traffic single span structure with no skew. It had an overall bridge length of 50 feet, roadway width (curb to curb) of 14.0 ft, and deck width (outside to outside) of 15.0 ft. PRINCIPAL WORK ITEMS: Approximate quantities for major work items: 1 (LPSM) of Removal of Existing Structures and Obstructions 300 CUYD of Excavation 20 CUYD of Riprap 190 TON of Roadway Aggregate 80 TON of Asphalt Pavement 16-ft x 46-ft of Prefabricated Steel Bridge 170 LNFT of Drilled Shafts, 24-inch diameter 100 LNFT of Guardrail, including terminals ANTICIPATED SCHEDULE: It is anticipated this project will be advertised in August 2023, proposals due in September 2023, and awarded in October 2023. Construction will run from January 2024 through October 2024. ESTIMATES COST RANGE: The estimated price range is between $2,000,000 to 5,000,000. PROJECT NUMBER: CA ERFO FS ELDOR 2021-02(4) PROJECT NAME:� ALDER CREEK BRIDGE PROJECT DESCRIPTION: This project is in the Eldorado National Forest in eastern-central California. The terrain is rolling and mountainous with elevations ranging up to 5600 ft.� The purpose of the project is to replace the Alder Creek Bridge over Alder Creek within Eldorado National Forest in El Dorado County, California. The bridge was completely damaged by the Caldor fire in the summer of 2021 and is proposed to be fully replaced with a prefabricated steel bridge The existing bridge (Structure 050356000001022) on Route 11N46, approximately 30 miles east from Placerville, CA, was constructed in 1966, as reported in the inspection report. Prior to fire damage, the bridge was a one lane, two-way traffic single span structure with no skew. Construction will run from January 2024 through October 2024. ESTIMATES COST RANGE: The estimated price range is between $2,000,000 to 5,000,000.
