- Description
- The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing, McConnell AFB, Kansas, announces the pre-solicitation for Airfield Paint and Rubber Removal at McConnell AFB, solicitation number FA462123B0001. Work includes the furnishing of all plant, labor, equipment, supervision, materials, incidentals, and operations as required for removing airfield painted markings and runway rubber deposits and painting airfield markings in strict accordance with the contract drawings, UFC 3-260-04 and technical specifications as specified herein subject to the terms and conditions of the contract. The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract.� The magnitude of construction is expected to be between $250,000 and $500,000.� The NAICS code for the requirement is 237310, Highway, Street, and Bridge Construction; the Small Business Size Standard is $45,000,000. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on https://sam.gov. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The estimated solicitation date is 21 July 2023, estimated bid due date is 18 August 2023 at 10:00am CST, and the estimated period of performance is 90 days after contract award. The solicitation will be an Invitation for Bid (IFB) for a firm-fixed price contract.� The solicitation will state the basis for award and exact terms for the award decision. �The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. Potential offerors MUST register at https://sam.gov in order to receive notification and /or changes to the solicitation.� All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered.� The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation.� Check the https://sam.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT.� NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE.� THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE FOR THE RECEIPT OF PROPOSALS.� IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. Per DAFFARS 5352.201-9101: OMBUDSMAN (OCT 2023) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
