The United States Coast Guard Surface Forces Logistics Center has an emergent requirement and requesting quotations for the following part: Item 1) COOLER LUBE OIL MAIN ENGINE NSN: �� 2930 01-362-4819 PN: ���� 23901733 MFG: � FAIRBANKS MORSE DEFENSE QTY: �� 2 EA WMEC 270 MDE LUBE OIL COOLER FOR #1 AND #2 MAIN DIESEL ENGINES. DIA. - 16.625""NOM. LENGTH - 150.00""NOM. TUBING O.D. - 12.750""NOM. TUBE QUANTITY - 392 OIL FLOW RATE - 340.0 GPM HEAT TRANSFER METHOD - INDIRECT DRAIN PLUG LOCATION - BOTTOM EFFECTIVE HEAT TRANSFER SURFACE AREA - 373.0 SQ.FT. MATERIAL - STEEL SHELL THE COOLERS SHALL BE MADE TO SERIAL NUMBER 13154 DATE MANUFACTURE 2011 SPECIFICATIONS. AFTER HYDROTESTING THE OIL SIDE WILL BE DRYED AND FLUSHED WITH A PRESERVATIVE. THE NUTS THAT FASTEN THE END NOZZLES SHALL BE 316 STAINLESS STEEL LOCK NUTS. REFERENCE: USCG TECH PUB 4647_233_A, TAB 3. KAM THERMAL DWG #1407. HEAT EXCHANGER: KAM MODEL NUMBER 12116-1 BEW FME PART NUMBER: 23901733 DESCRIPTION: HEAT EXC. The items are used on various US Coast Guard vessels. All items shall be individually packaged and marked IAW the above packaging requirements.� Inspection and acceptance shall take place at Destination after verification of preservation, individual packaging and marking/bar coding requirements and confirmation of no damage during transit. Failure to comply with packaging requirements will result in rejection and nonpayment. Delivery shall be F.O.B. Destination to USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, BLDG 88A MARKED FOR: RECEIVING ROOM, Baltimore MD 21226 All Deliveries are to be made Monday through Friday between the hours of 7:00AM to 1:00PM. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY. Brand Name part is mandatory to be considered for award, offers of �equal� products must meet the salient physical, functional, or performance characteristic specified in this solicitation and USCG will determine if alternate part is acceptable. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2023-01 (Mar 2023) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.106 apply.� The NAICS code for this solicitation is 333618 and the business size standard is 500. The U.S. Coast Guard intends to award on all or none basis to a responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.� Award will be lowest price technically acceptable.� The Coast Guard intends to award on a Firm Fixed Price Contract. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available: Check the appropriate reason below: - Only one responsible source and no other supplies or services will satisfy agency requirements, i.e. Unique capabilities, Limited number of sources, Proprietary data or X - Unusual & Compelling Urgency 7. This procurement supports the shipboard propulsion system main diesel engines on 270� WMEC Cutters. This is a heat exchanger used to maintain main diesel engine lube oil temperature. Failure to provide this item would lead to loss of ship�s main propulsion system. 8. The item conforms to exact design requirements for form fit function in order to mount and operate with the current system. When the Coast Guard purchased the original equipment there were no requirements for manufacturer�s drawings, detailed parts lists, design or testing procedures. The OEM is the only known manufacturer that has the techniques, design specifications, testing, quality assurance capability and documentation necessary to manufacture these parts as used onboard Coast Guard Cutters. 9. COR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be very difficult. The Coast Guard cannot require any vendor to release proprietary data.
