COMBINED SYNOPSIS/SOLICITATION W9127N23Q0X61 iFix/Historian Software Renewal U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 13 July 2023 This is a combined synopsis/solicitation for commercial commodities prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9127N23Q0X61 is for the establishment of a firm fixed price contract for iFix/Historian Software renewal, contractor to review Attachment 01 � Active AP Inventory The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This solicitation is advertised as unrestricted �under NAICS Code 513210, Software Publishers with a Small Business Size Standard of $47,000,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award. The Government requests pricing for iFix/Historian Software renewal based on Attachment 1 - Active AP Inventory. Contractor is to provide costs for all licenses listed on Attachment 1 - Active AP Inventory Period of Performance: The period of performance will be 60 days to provide the 1-year renewals for the requested licenses. � � � � � � � Submissions: Quotes are due no later than, 26 July 2023, at 2:00 PM PST. All quotes shall include the following: Completed pricing for each license being requested on Attachment 1 - Active AP Inventory Provide proof of being an authorized distributer of the GE Digital software renewals being requested. 52.212-2 EVALUATION � COMMERICAL ITEMS (OCT 2014) (a) The Government will award a single firm fixed price contract resulting from this solicitation to the responsible offeror�s whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate offers: Technical Acceptability � Evaluation of the technical acceptability of a quote will be based upon providing proof of being an authorized GE Digital distributor. This factor will be Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating. Price � Quoted price will be evaluated for reasonableness and conformity with the solicitation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.� Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
