- This synopsis is hereby issued in accordance with FAR Part 5.203 -- Publicizing and Response Time. The purpose of this source sought/request for information is to announce any interest of an upcoming JBSA Lackland Postal services requirement that is a follow up to a current Postal Service operations at JBSA Lackland Texas.� The requirement is a Small Business Administration (SBA) 8(a) set-aside single source award under NAICS Code 491110 Postal Service, Product Service Code R604 Support � Administrative: Mailing/Distribution, with the size standard of $8.0 M. The intent is to gauge the market of suitable SBA 8(a) vendors capable of performing the postal services as outlined in the attached draft Performance Work Statement (PWS). �Current services are provided through the referenced contract FA301619CA003 which is currently in its final year, due to expire 30 November 2023. �Due to the continued need for mail distribution services, JBSA Lackland is currently developing its requirements for the new follow-on requirement to replace the existing contract.� Capable SBA 8(a) firms are being sought. � 1.0 Requested Information 1.1 Please express your interest in this requirement.� Provide a synopsis of your firm�s capabilities and current/prior experiences performing this services outlined in the draft PWS. 1.2 Briefly describe industry and commercial standards your organization currently employs to measure performance? How would you apply or adapt these metrics to measure performance for services described in the draft PWS? Are there additional or new quality indicators within the postal industry for mail distribution services that would strengthen the draft PWS? 1.3 Business Model:� Provide a general overview of how your business structure would ensure consistency in services with executing the postal services program at JBSA Lackland.� Describe previous experience your organization may have with regard to the transition into a contract similar to this acquisition. 1.4 Risk Areas:� What tasks and/or managerial aspects applicable to this acquisition would you characterize as high-risk areas?� What mitigation techniques would you recommend be employed to those respective risks? 1.5 Do you have any additional comments or suggestions to improve the attached draft PWS? Are there any areas that are unclear? Respondent will not be notified of the results of the information.� However, the Contracting Officer will utilize the information for technical and acquisition planning.� All proprietary information not to be disseminated in Government documents must be clearly identified.� Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.� This market survey is issued to determine the applicable planning and acquisition strategy based on responses indicating their capabilities in responding to this requirement. No solicitation requirement will be issued at this moment in time. This notice of intent is entirely for market responses and market research purposes only.
