Description
Background The Naval Air Systems Command (NAVAIR), PMA-226 Specialized and Proven Aircraft, Adversary Integrated Product Team (IPT), is considering procurement of an Outside Air Temperature (OAT) display for use on up to thirty-six (36) F-5N and three (3) F-5F aircraft, plus spares. The OAT is readily available via an ARINC 429 signal from the Digital Air Data Computer (DADC) and a MIL-P-27723D total temperature probe, but it is not currently displayed in the cockpit. The targeted display location will be in place of the obsolete Radar Warning Receiver (RWR) controls (Attachment A) in the F-5 cockpit. A new display will utilize output from either the DADC ARINC 429 signal or the MIL-P-27723D temperature probe to display the OAT in the targeted location while utilizing the existing chassis (Attachment B) or a new chassis that mounts to the instrument panel in the same way as the RWR controls. The purpose of this Sources Sought is to query industry for options to either (1) provide an ARINC 429-compatible display or (2) provide a MIL-P-27723D temperature probe-compatible display to be installed on F-5N/F aircraft in place of the existing RWR controls. Ideal candidates for these upgrades would be Commercial Off-The-Shelf (COTS) components or systems already designed and qualified for F-5N/F or other United States (US) military aircraft with demonstrated performance characteristics suitable to minimize Non-Recurring Engineering (NRE) development time and cost. Size Status The applicable North American Industry Classification System (NAICS) code is 334511, size standard 1,350 Employees. The Product Service Code (PSC) is 1680, Miscellaneous Aircraft Accessories and Components. Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis. THIS IS A SOURCES SOUGHT ONLY. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Furthermore, this Sources Sought does not seek to solicit proposals and NAVAIR will not accept, review, or reply to any formal or informal unsolicited proposals regarding this future requirement. Interested parties shall be advised that any resources or costs attributed to the response of this Sources Sought will not be reimbursed by the United States Government (USG) and that these costs relating to any Sources Sought responses will be the sole responsibility of the interested Party. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on http://www.SAM.gov. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this foreseen, future requirement. Requirement Statement The Contractor shall provide a Rough Order of Magnitude (ROM) and notional schedule for one (1) or both of the following: An ARINC 429-compatible OAT display A MIL-P-27723D temperature probe-compatible OAT display. The proposed display should meet the following threshold requirements: It displays temperature using up to four (4) numbers with a resolution in the tenths. It indicates if the temperature is negative. It is dimmable. It can be installed in place of the RWR controls using the same mount points. It operates on 28 Vdc power. The proposed display will receive favorable consideration if it meets some or all of the following objective requirements: It can switch between Fahrenheit and Celsius. It utilizes the existing RWR controls chassis. It uses the same connector as the RWR controls. It is compatible with Type II, Class A Night Vision Imaging Systems (NVIS) per MIL-L-85762A. It complies with all other applicable standards called out in Attachments A and B. NRE shall include any required adaptation of a COTS solution, including development of airworthiness qualification/test data, other technical data, and proposed installation procedures as applicable. Schedule information for replacement efforts shall define component lead-time After Receipt of Order (ARO) and production throughput (lot size per unit of time). Anticipated Period of Performance (PoP) NRE is anticipated to complete no more than six (6) months from the date of receipt of award. Airworthiness approval is anticipated to require no more than two (2) months from Government receipt of technical data and completion of a prototype/validation installation. The aircraft retrofit schedule is To Be Determined (TBD) based on proposed solutions from industry and bulk display procurement is anticipated. Estimated Quantities The Government estimates requiring fifty (50) displays under the resulting contract.
