- SPECIAL NOTICE NRMJ10002300975SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Wageningen Universiteit/ Wageningen University, Department of Meteorology and Air Quality/Environmental Sciences Group at Wageningen University (WUR/MAQ) �of Gelderland Netherlands for nonpersonal services to provide an Atmospheric Delta 13-C of CO2 modeling framework for interpretation and analysis of thirty years of air sample data. ***The sole source determination is based on the NOAA, Oceanic and Atmospheric Research (OAR), Global Monitoring Laboratory (GML) requires the development of a module for the terrestrial biosphere model (TBM) Simple Biosphere Model version 4 (SiB4) that allows for robust, low-latency (approximately three-month) estimation of carbon emissions from global fires.� Such estimates of fire emissions are needed for NOAA/GML�s CarbonTracker CO2 and CH4 data assimilation systems.� Better information on fire carbon emissions supports NOAA�s and GML�s missions by helping to understand the reasons behind the rising CO2 and CH4 levels that result in climate change.� Specifically, we require that the modeling framework: a) Enable SiB4 simulations of fire carbon emissions consistent with the Global Fire Emissions Database version 5 (GFED5); and b) as part of (a), develop the capacity for incorporation of operational VIIRS �Active Fire� data into the fire estimation. The Department of Meteorology and Air Quality/Environmental Sciences Group at Wageningen University (WUR/MAQ) is the only entity in the world capable of delivering items (a) and (b) listed in Item 2 above with their expertise of Global Fire Emissions Database effort and SiB4 terrestrial biosphere modeling system.� Only under their guidance of the University can objectives (a) and (b) be realized.� No other entity besides WUR/MAQ has the combined skill sets of expertise in both SiB4 and GFED to achieve what NOAA needs. � Period of performance is from date of award through June 30, 2025. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
