- Description
- NOTICE OF INTENT TO SOLE SOURCE Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Applied Research Associates located at 4300 San Mateo Blvd, NE, Albuquerque, NM. The purchase order will specifically procure hurricane wind speed modeling, mapping and wind load analysis for Hurricane Maria and its effects. The period of performance will be effective from September 1, 2023 July 1, 2025. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541990 All Other Professional, Scientific and Technical Services, with a small business size standard of $19.5 million. Description Please see the attached Statement of Work (SOW) for additional detail. Sole Source Determination The sole source determination is based on the following: This procurement is for additional analysis of wind tunnel test data in support of the Technical Investigation performed by NIST through the National Construction Safety Team (NCST) Act and the impacts of Hurricane Maria on Puerto Rico. The procurement is a continuation of analyses being conducted under a previous contract with ARA, in which ARA developed proprietary software that was used in the previous contract, which must be used again in the development of the tasks identified in the SOW building on extensive computer models and data processing systems. For purposes of continuity of science and compatibility with previous results, ARA is the only source that can fully achieve this requirement and the required services must be purchased directly through ARA. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
