Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with President and Fellows of Middlebury College, Controller�s Office, Suite 102, 152 Maple Street, Middlebury VT 05753 using the procedures in FAR Part 13, to effect a contract that provides updates to NOAA 2013 State of the Coast National Coastal Population Report and ENOW Database.� Almost 40% of the U.S. population lives in coastal counties. The marine economy in these areas employs 2.2 million people and generates $365 billion in goods and services. NOAA provides these statistics through coastal population reports and marine economy statistics. These data need periodic updating and improvements to incorporate new data sources, methods and projects to allow for a more comprehensive description of coastal populations and communities.� NOAA�s Economics National Ocean Watch (ENOW) database is an ocean and Great Lakes economic account providing national, state and county level economic indicators of the marine economy. The database contains establishment, employment, wages and GDP for 46 industries (six-digit NAICS level) categorized into six ocean economic sectors. Since 2005, these six sectors have encompassed NOAA�s definition of the marine economy within the ENOW database.� Over the past year, NOAA has engaged in a pilot project in the Great Lakes region focused on finding data and developing methods to add government, power generation and research and education sectors to the ENOW database. Another project in the U.S. Territories is also gathering data and developing methods to add these three new sectors. The new data sources and methods are now sufficiently developed to allow for the three new sectors to be added to the ENOW database for the other coastal U.S. states.� Additionally, the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) have allowed for funding of various projects with coastal climate adaptation and resilience objectives. Information on expenditures under these two laws may be used to provide the foundation of an �ocean climate account� that would serve as an extension of ENOW data at the county, state, and national levels. NOAA�s 2013 State of the Coast National Coastal Population Report contains graphics, maps and tables describing coastal populations. An update of this report is needed and should contain the 2020 Decennial Census data and subsequent Annual Community Surveys completed in 2021 and 2022. Both coastal population and marine industry updates will be key to the Nation�s understanding of our changing economy and the communities that are subject to coastal climate hazards and depend on marine resources. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541620, Environmental Consulting Services, with a business size standard of $19.0M.�� � This is not a solicitation for competitive quotes, nor will one be posted on beta.SAM.gov (Contract Opportunities).� Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Wendy Culbreth (Wendy.Culbreth@noaa.gov).� All electronic correspondence shall have the subject line read:� 1305M223QNCNP1088, Coastal Population and ENOW Data Base � All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 2:00 PM EST on 29 July, 2023.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� The solicitation will remain open from July 14, 2023 to July 29, 2023 (2:00 PM EST).
