UPDATE 30 JUN 2023:� A virtual presentation will take place on Thursday, July 6, 2023 from 1:00 to 2:30PM PST. The presentation will address the technical aspects of the project, the tentative acquisition schedule, and the tentative delivery method. If selected, firms shall be prepared to discuss the questions attached to this announcement during their one-one-one sessions with the Government. These meetings are intended to allow interested firms to provide feedback and other information that may be proprietary or otherwise inappropriate for ProjNet publication and will not be a question-and-answer format.� The Government will not answer questions or share additional specification clarification during one-on-one discussions. This announcement serves as official notice that an industry day will be conducted for this project on 25 August 2022. Specific details and further instructions will be posted no later than 11 August 2022. Whittier Narrows Dam is located at a natural gap in the hills that form the southern boundary of the San Gabriel Valley, in Los Angeles County, California, approximately 10 miles east of downtown Los Angeles.� The Rio Hondo and the San Gabriel River flow through this gap and flood flows are constrained by the dam. Construction began in March 1950 on the first major contract for the project, and the final major contract was completed in March 1957.� The existing dam consists of an approximately 16,960-foot-long earthen embankment (with three components designated west, central, and east), a gated outlet structure with four gates, and a spillway with nine gates.� The outlet works discharge into the Rio Hondo, and the spillway discharges into the San Gabriel River.� The dam is a �dry dam;� the reservoir is normally empty. This construction project will address internal erosion in the foundation and overtopping during extreme floods.� The plan addresses internal erosion by construction various measures along the downstream toe. The plan also addresses failure through overtopping by hardening the crest and downstream slope to prevent erosion leading to breach, raising two roads and adjoining embankments, and parapet walls.� Internal erosion measures: Between Lincoln Avenue and approximately 500 feet east of the San Gabriel River spillway; filter/drainage blankets, trench drains, and relief wells will be utilized to prevent internal erosion of the foundation.� The filter/drainage blankets and trench drains will be constructed of specified sands and gravels. Crest and downstream slope hardening: Between Lincoln Avenue and the eastern limit of the dam, hardfill (also known as soil cement) will be placed on the crest and downstream slope to prevent erosion and failure of the dam from events large enough to cause overtopping of the dam.� To dissipate energy from the overtopping flows, energy dissipation structures (stilling basins) will be placed along the downstream toe of the dam. Road modifications � Lincoln Avenue:� Lincoln Avenue, near the west abutment, will be raised approximately six feet to prevent overtopping.� The road will be shifted approximately 60 feet to the southeast to minimize impacts to utilities in the road.� Road modifications - Rosemead Boulevard:� Rosemead Boulevard will be raised approximately six feet to prevent overtopping. Parapet walls will be added over and adjacent to the existing Rio Hondo Outlet Works and San Gabriel River Spillway. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is $250M-$500M. The anticipated North American Industry Classification System code for this procurement is 237990, Other Heavy and Civil Engineering, which has a small business size standard of $39.5M.� The anticipated solicitation issuance date is on or about March 2024. The official synopsis citing the solicitation number will be issued on http://sam.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued. As a reminder, this notice does not constitute a solicitation. This announcement and the industry day event are for planning purposes only, and response to this notice is strictly voluntary. The Government will not reimburse any party attending or participating for costs incurred for this event or marketing efforts.
