- Title: �Tormach, Inc. 770MX Personal Computer Numerical Control (PCNC) Mill This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.106-1(b)(1)(i)): Only one source reasonably available, as the unique supplies and incidental services are only available from one source and awarding to any other source would not fulfill the agency�s requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to satisfy the requirement described. The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 820 Chandler Street, Fort Detrick, MD on behalf of the US Army Institute of Surgical Research (USAISR), intends to award a sole source firm fixed price contract to Tormach, Inc. for a 770MX Personal Computer Numerical Control (PCNC) Mill that utilizes a machining process which employs computerized controls and rotating multi-point cutting tools to progressively remove material from the workpiece and produce a custom-designed part or product.� The anticipated award date is 15 September 2023. Required Capabilities The (PCNC) Mill must meet the following Minimum Essential Characteristics�(MECs), described below: The primary technical constraints of the PCNC mill include travels, spindle maximum feed rate, power, machine specifications, frame, warranty, and machine controller. Key requirements of the PCNC Mill include the following capabilities: Shall be fully automated, have a full machine enclosure that increases safety while allowing complete view of operations, have Automatic Tool Changer (ATC) that holds at least ten (10) tools in a single tray, shall be able to cut a variety of materials to include steel, wood, plastic, and metals like titanium, aluminum, and iron. Shall have a BT30 spindle, have servo motors in all axes (X, Y, and Z) allowing for faster rapids. And provide 4th axis machining. Additionally, should have an enclosed lathe upgrade option to produce cylindrical parts, it should be compact and require a small footprint.� The dimensions for length x width shall fall between the range of 40 in. � 60 in. x 40 in. � 60 in. with a height between 70 in. � 90 in.� Shall operate using single-phase 120V power requirements, and have an Electronic Tool Setter, or equivalent, that automatically measures and sets tool lengths. Intend to have an Oil Skimmer Kit, or equivalent, that extends coolant life by removing tramp oil from the coolant tank and collects it for easy disposal. Will have a Flood Coolant Kit, or equivalent, to flush chips and swarf from the cutting zone, and will have an Automatic Oiler Kit, or equivalent, allowing for programmable control of oiling. Shall have a machine controller that regulates CNC program operation with hardware override knobs for feed rate and spindle revolutions per minute (RPM). Eligibility The applicable North American Industry Classification System (NAICS) code for this requirement is 333517 � Machine Tool Manufacturing. The Product Service Code (PSC) is 3417 � Milling Machines. Submission Details If a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide PCNC Mill with all required capabilities and MECs provided. Responses should appear on company letterhead and include affirmation of active registration in the System of Award Management (SAM) �and indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses shall be submitted via email to tara.n.garver.civ@health.mil and jeremy.l.mcmurry.civ@mail.mil in either Microsoft Word or Portable Document Format (PDF) no later than 12:00 PM Eastern Standard Time on 28 July 2023 and reference this Notice ID number in the subject line of your e-mail and on all enclosed documents. All data received in response to this Notice of Intent that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Responses to this notice will be used to determine the availability of this type of product and/or service. All responsible sources may respond to this notice and all responses will be considered by the agency. Information and materials submitted in response to this request WILL NOT be returned.
