- The Department of Veterans Affairs, Network Contracting Office (NCO) 2, and the Finger Lakes VA Health Care System intends to issue solicitation number 36C24223R0004 for Low Demand Safe Haven HCHV Services for the Canandaigua VAMC. The Canandaigua VA Medical Center, located in New York State, has a need for currently active Low Demand Safe Haven (LDSH) facility services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The facility needs to be currently operating in order to be initially inspected by the VA to ensure operations comply with Federal law and regulations and HCHV inspection standards in accordance with VHA Directive 1162.04. The goal of this HCHV program is to target the population of hard-to-reach chronically homeless veterans with mental illness and/or substance use disorder (SUD), when traditional residential treatment programs do not meet a Veteran's needs. The low demand or nonintrusive environment is designed to establish trust and motivate chronically homeless veterans to seek needed treatment services and transitional and/or permanent housing options. The contractor facility must be located within a 15-mile radius of the Canandaigua VAMC. The resultant contract will be a single award, firm fixed price (FP) IDIQ contract for a base period of one (1) year, plus 4 one year option periods. The solicitation will be issued at the Contract Opportunities website (https://www.sam.gov) on/about 7/19/2023. The North American Industry Classification System Code (NAICS) is 624221 Temporary Shelters with a small Business Size Standard of $12 Million. Contract award will be based upon the best value to the government in accordance with Federal Acquisition Regulation (FAR) 15. This procurement will be an unrestricted solicitation. In order to be considered for award, prospective Offerors are reminded that in accordance with FAR 4.1102, offerors must be listed in SAM at the time of offers due and at the time of award. SAM is located at http://www.sam.gov and consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO cost to use SAM. All SDVOSB offerors must be certified in VetCert at http://www.sba.gov at time of proposal submission in order to be considered and eligible for award as an SDVOSB. This notice is for informational purposes only and is not a request for submission of proposals. No specific response to this pre-solicitation notice is required at this time. No potential offeror listed is maintained. No additional information is available other than what is noted herein.
