52000QR230021007 NAICS Code 336611 Product Code J020 This is a combined synopsis/solicitation Nr 52000QR230021007 for a commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 336611. All responsible business sources may submit proposals that will be considered. This synopsis/ solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. THE UNITED STATES COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING: 1.� SCOPE 1.1� Intent.� This work item describes the requirements for the Contractor to fabricate and coat a replacement for the below-listed J-Bar Davitt located on the Fantail of the USCGC LEGARE. APPROXIMATE LOCATION QTY description Work Frame 225, STBD 1 J-Bar Davitt Fabricate IAW attached reference. ELEV 10-F and ELEV 18-D. 1.2� Government-furnished property. None. 2.� REFERENCES Coast Guard Drawings Coast Guard Drawing DWG 905 WMEC 611-001, Rev F, Page 1 Coast Guard Drawing DWG 905 WMEC 611-001, Rev F, Page 2 Coast Guard Publications Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2014, General Requirements Surface Forces Logistics Center Standard Specification 0740 (SFLC Std Spec 0740), 2014, Welding and Allied Processes Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), 2014, Requirements for Preservation of Ship Structures COMMANDANT INSTRUCTION M1036 (COMDTINST M1036), 2014, Coatings and Color Manual Other References None. 3.� REQUIREMENTS 3.1� General. The Contractor shall refer to the Coast Guard drawings listed in Section 2 (References) for guidance in accomplishing this work item. CGC LEGARE J-Bar Davitt is out of in-operational due to corrosion and must be rebuilt to specification in ELEV 18-D and ELEV 10-F (Coast Guard Drawing 905-WMEC-611-001, Rev F). Fabrication shall be IAW referenced publications. Fabricated J-Bar Davitt shall be coated in color �Spar (10371)� IAW the Coatings and Color Manual. The fabricated J-Bar Davitt surface preparation and coating system shall meet the specifications outlined in SFLC Std Spec 6310 for �MACHINERY, DECK.� Period of Performance shall be 30 JUL 2023. 3.1.1� CIR.� None. 3.1.2� Tech Rep.� Not applicable. 3.1.3� Protective measures.� Not applicable. 3.1.4� Interferences.� Not Applicable. 3.2� Repair particulars.� CGC LEGARE J-Bar Davitt must be fabricated to configuration IAW referenced drawings. 3.3� Welding procedures and welder qualifications.� The Contractor shall ensure that the welding procedures and welder qualifications conform to the requirements of SFLC Std Spec 0740.� 3.4� NDI.� After accomplishing all authorized repairs, and prior to applying any coating, the Contractor shall conduct NDI IAW SFLC Std Spec 0740 on each weld for each repaired or renewed fitting and submit a CFR. 3.5� Touch-up preservation.� Not Applicable. 4.� NOTES This section is not applicable to this work item. Interested Offerors having the expertise as required are invited to submit a Firm Fixed Price proposal that will be considered by the agency. Proposals must be submitted on company letterhead stationery and must include the following information ( 1) Cost Breakdown, (2) Labor Cost, (3) Extended Price, (4) Total Price, (5) Payment Terms, (6) Discount offered for prompt payment, (7) Company UEI and Cage Code.
