Modification to Contract 75D30121P11407 (Maintenance service that covers the 1. VSDB�Tecan Freedom EVO 200 (Serial number 1705000945) with associated MCA96, RoMA,Thermoshake, 2 Bioshakes, Recirculator, Incubator, TeStack, 2 scanners, and SciRobotic�FluHema and the 2. IPB Fluent 1080 (Serial number 1810013003) with associated MCA96, RGA,Air FCA, Julabo Recirculator, Thermoshake, Carousel R-version, and FluHema Reader) The Centers for Disease Control and Prevention intends to award a sole source firm-fixed price modification to Tecan US, Inc. (9401 Glove Center Dr, Ste 140, Morrisville, NC 27560).� As part of full and Simplified Acquisition Procedures under FAR 13, Tecan US, Inc. was awarded (15 June 2021) a contract (75D30121P11407; �VSDB-Tecan Fluent 780�) to include at least ONE annual on-site preventative maintenance with labor and travel costs covered under contract. The preventative maintenance visit to include instrument specific tests and inspection, hardware/firmware/software installations/upgrades, adjustment, cleaning and greasing, and replacing parts including, but not limited to, valves, syringes, tips, tip assemblies, and tubing. In addition, the on-site repair service will be available within a 48 hour response time that includes full coverage for parts, labor, and travel.The period of performance is a one-year base period from 15 June 2021 through 14 June 2022 followed by two one-year option periods. The Influenza Division is a WHO Collaborating Centre for Reference and Research on Influenza�at CDC and is part of the World Health Organization Global Influenza Surveillance Network�(GISN). The network was established in 1947 to monitor the frequent changes in influenza�viruses with the aim of reducing the impact of influenza through the use of vaccines containing�currently circulating strains. Together with the WHO Collaborating Centers in Beijing, London,Melbourne and Tokyo, the Influenza Division is responsible for antigenically characterizing�influenza viruses currently circulating in the human population in different countries around the�world. This information is used by the WHO to make recommendations on appropriate viruses to�be included in annual seasonal influenza vaccines for the northern and southern hemispheres.�The Tecan liquid handling systems allow for automation of the antigenic assays used in the�Influenza Division. Therefore, CDC requires a modification to this contract to ensure these instruments perform at peak capacity. There is no change to the periods of performance. Tecan is the original equipment manufacturer and will ensure service coverage for the two instruments and all their associated elements with qualified Tecan Certified Field Service Engineers. As the original manufacturer, Tecan has access to the most updated proprietary software, supplies, and parts needed to ensure continuity to keep these instruments running at peak efficiency. As the original equipment manufacturer, Tecan custom-designed highly specialized test workflows and scripts for the Freedom Evo and the Fluent 1080 instruments used for hemagglutination inhibition by the Influenza Division. Therefore, they are the only suitable source to provide optimum service coverage to ensure the instruments perform at peak capacity. This contract action (modification) is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the Government.� A determination by the Government to compete this proposed contract action (modification) based upon the responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to Kourtney Marshall at qrz9@cdc.gov by 9:00 A.M.
