DISCLAIMER PRE-SOLICITATION NOTICE: THE NAVY INTENDS TO AWARD A NEW DELIVER ORDER UNDER A BASIC ORDERING AGREEMENT. DESCRIPTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD (V2241) intends to negotiate and award a Cost Plus Fixed Fee (CPFF) New Delivery Order under Basic Ordering Agreement (BOA) N0001920G0007 on a sole source basis to The Raytheon Company (Raytheon) for engineering support for the APG-79(V)4 AESA Radar utilized by VFMA-232 while on deployment to MCAS Iwakuni, Japan and for APG-79(V)4 AESA Radars used at various unit detachment locations within the INDOPACOM AOR during the period of 1 September 2023 through 30 April 2024.� Raytheon is the sole designer, developer, and manufacturer of the APG-79 AESA radar system with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the F/A-18 C/D aircraft utilized by the United States Marine Corps (USMC).� The Government does not possess a technical data package with Government Purpose Rights for the APG-79 AESA radar system.� This data package is required in order to provide engineering support for the APG-79(V)4 AESA Radar.� As such, NAVAIR has determined Raytheon is the only responsible source capable of meeting the Government�s minimum needs. This effort will be responsible for the provision of on-site and on-call technical and logistics support to USMC personnel relating to ECP-639 AN/APG-79(V)4 AESA Radar which includes, but is not limited to, analysis and recommendations for changes and improvements to equipment installation, operation, testing, troubleshooting, modification, maintenance, training, and failure mode analysis for weapon systems/equipment. This acquisition is being pursued on a sole source basis to Raytheon (CAGE 4U884) under the statutory authority of 10 U.S.C. 2304(c)(1)] as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements"". As the incumbent contractor Raytheon has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. � The Government does not intend to use the provisions of FAR part 12 for this acquisition. This notice of intent is published for informational purposes only and not a request for competitive proposals.
