Presolicitation Notice/ Advertisement� U.S. Government U.S. Department of Agriculture (USDA) seeks to lease the following space: STATE:�Pennsylvania COUNTY:�Bedford County CITY:�Bedford DELINEATED AREA: North: � Beginning at Cortland Road (96) and 671 to Crissman Road (4026)/ T541 to Quaker Valley Road (56) ending at Business 220/ Sr4009;� East: ���� Beginning at Business 220/Sr4009/56/ Business 220 to Lincoln Highway (30) to Business 30/Lincoln Highway/East Main Street to State Street to T447/West 5th Avenue to Black Valley Road/2015 ending at 2015/Black Valley Road and 326/Main Road; South: � Beginning at 326/Main Road to Cumberland Street to Valley Road to Rainsburg Mountain Road to Evitts Creek Road to Route 220 Highway/Bedford Valley Road to Paradise Lane to Baltimore Grove Road to Turkey Ridge Road to Milligans Cove Road to Buffalo Road ending at 96/Hyndman Road; West: �� Beginning at 96/Hyndman Road to Allegheny Rd is 31 (31/Allegheny Rd); Shawnee Rd/Market Street/ Cortland Rd are 96 (96/Shawnee Rd/Market Street/Cortland Rd); ending at 96/Cortland Rd and 671 instead of 96 and Crissman Rd (4026). SURFACE PARKING SPACES (NON-RESERVED):�Twenty-five (25) non-reserved parking spaces for employee and producer vehicles, of which: Parking shall be either on site or publicly available within � walkable mile (1,320 feet) of the public entrance of the Premises. One (1) parking space shall be large enough to accommodate large, farm-type vehicles with trailers. One (1) parking space shall be set-aside to house/ store a John Deere-type backhoe. The parking lot(s)/ area(s) shall be paved in accordance with the lease, shall have pull-through capabilities and shall not be obstructed by adjacent building/ tenant usage. FULL TERM:�Up to Twenty (20) Years (240-Months) FIRM TERM:�Ten (10) Years Firm (120-Months)� TERMINATION RIGHTS:�120-days written notice following the expiration of the firm lease term� OPTION TERMS:�None ADDITIONAL REQUIREMENTS: The space offered, its location, and its surrounding areas must be compatible with the Government�s intended use. Space will not be considered where any living quarters are located within the building. Space shall not be located near establishments whose primary operation is the sale of alcohol beverages, firearms sold/ discharged, or where there are tenants related to drug treatment or detention facilities. Subleases are not acceptable. First floor space is preferred.� Office space must be contiguous, on one floor.� If space offered is above the ground level, then at least one (1) accessible elevator will be required. The Government will have access to the space 24-hours a day, 7-days a week.� Normal hours of operation are Monday through Friday 6:00 AM � 6:00 PM (excluding Saturdays, Sundays, and Federal Holidays). Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Sent Expressions of Interest to: NAME/ TITLE:�Shannon Schoening, USDA Lease Contracting Officer EMAIL ADDRESS:�SHANNON.SCHOENING@USDA.GOV� Expressions of Interest Shall Include the Following: Complete Lease Market Survey Form for Existing Building, MS-2991 in its entirety.� This form may also be used for proposed new construction.� (See attachments) New Construction: Site/ aerial plans or building site/ lot plans showing the location of the proposed land, along with the parcel number (if part of multiple parcels, all parcel numbers associated with the proposed land), adjacent streets showing proposed ingress/ egress shall be shown on the plans. Existing Building: include building name and physical address, and location of the available space within the building, along with building site/ lot plans, interior layout drawings/ pictures (with dimensions shown) reflecting the Space that is being offered. For existing buildings, provide information on condition of building systems, roof, foundation, and current floor plan. Alternatively, provide a copy of a recent commercial building inspection or appraisal. Rentable square feet (RSF) and ANSI/BOMA office area (ABOA) square feet to be offered. Date of space availability. Amount of/type of parking available on-site. If parking is not available on-site, provide a map showing the location(s) of parking requested in the advertisement. Photos of the space or site being submitted, or permission for Market Survey participants to photograph the space or site. If offeror is not the owner of the building, offeror shall provide an authorization letter signed by the owner to represent the owner for the property.* Brokers submitting properties MUST show authorization from the property owner to submit property on behalf of the property owner; this can include, but is not limited to a listing agreement, letter from the property owner authorizing the broker to submit the property, purchase/ sale agreement, option, etc.* *As mentioned in numbers 9 and 10 above, any submission received without written authorization to represent owner(s) will not be considered until such time the documentation has been received. In cases where an agent is representing multiple entities, written acknowledgement/permission from each entity to represent multiple interest parties for the same submission must be submitted prior to the Expressions of Interest due date.
