- Description
- The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue Request for Proposal (RFP) W15QKN-23-R-0049 on or about August 15, 2023, for the Production of 60mm/81mm High Fragmentation (HF-1) and Non-High Fragmentation (Non-HF-1) Shell Bodies. The 60mm M769 Full Range Practice (FRP) projectile body is a forged shell body made of 1340 steel. The body contains internal threads at the nose to accept the M775 Training Fuze, external threads at the rear to accept the M27 Fin Assembly, and four vent holes on the aft end. The M769 projectile body is painted blue on the exterior.� The 60mm M722 Smoke projectile body is a forged shell body made of 1340 steel. The body contains a press-fit surface at the nose to accept the M216 Burster and external threads at the rear to accept the M27 Fin Assembly. �The M722 projectile body is painted light green on the exterior. The 81mm M879A1 projectile body is a forged shell body made of 1340 steel. The body contains internal threads at the nose to accept the M781 Fuze, external threads at the rear to accept the M24 Fin Assembly, and six vent holes on the aft end. The M879A1 projectile body is painted blue on the exterior. The 60mm High-Explosive (HE) M720A2/M768A1 projectile body is a forged shell body made of HF-1 (High Fragmentation) steel. �The body contains internal threads at the nose to accept the M734A1 or M783 Fuze, with plastic adapter, and external threads at the rear to accept the M27 Fin Assembly. �The M720A2/M768A1 projectile body is painted olive drab on the exterior. The 81mm M821A3, M889A3/A4 projectile body is a forged shell body made of HF-1 (High Fragmentation) steel. �The body contains internal threads at the nose to accept the M734A1, M783, or M935 Fuze, with plastic adapter, and external threads at the rear to accept the M24 Fin Assembly. �The 81mm M821A3, M889A3/A4 projectile body is painted olive drab on the exterior. The 81mm M821A4 shell body is a forged shell body made of HF-1 (High Fragmentation) steel. The body contains internal threads at the nose to accept the M734A1 Fuze, with plastic adapter, external threads at the nose to accept a cowling, and external threads at the rear to accept the M24 Fin Assembly. The 81mm M821A4 shell body is painted olive drab on the exterior. The 81mm M821A4 mass simulator is a forged body made of HF-1 (High Fragmentation) steel. The body contains internal threads at the nose to accept a dummy Fuze, with plastic adapter, and external threads at the rear to accept the M24 Fin Assembly. The 81mm M821A4 mass simulator is painted blue on the exterior.� This requirement involves technical data marked Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only. Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and Non-Disclosure Agreement for Government's consideration to provide the Technical Data Package. The Technical Data Package will not be available for request until after the publication of the Request for Proposal (RFP). The United States Government intends to award up to two five-year Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts utilizing a Best Value Trade-off competitive approach. This program is based on Fiscal Year 23-27 budgeted requirements, and potentially, will fulfill subsequent fiscal year requirements, that are within the five-year contract that is planned. �The proposed contracting strategy is to limit competition to the National Technology and Industrial Base (NTIB) which includes the United States (U.S.), United Kingdom of Great Britain and Northern Ireland (UK), Australia and Canada.to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization, as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(1)(2)(i). This notice does not constitute a formal RFP, nor is the Government obligated to issue an RFP.
