Description
Sources Sought Hurricane Ridge Winter 2023-2024 Sanitation PURPOSE 1. Advise industry of a requirement for Olympic National Park 2. Obtain capability statements from interested sources 3. Obtain details on availability and location of units that could meet the environmental conditions and projected usage based off historical averages provided DESCRIPTION The project is identified as a service contract to provide and maintain temporary sanitation (toilets) facilities at the developed area of Hurricane Ridge, located within Olympic National Park. Currently, there are no utilities available at Hurricane Ridge to include water, wastewater, or electricity. The primary facility that served the visiting public and housed all the utilities was lost to a fire on May 7th, 2023. The purpose of this work is to provide temporary sanitation infrastructure to support public winter recreation at Hurricane Ridge. Historically, Hurricane Ridge only opens to the public on Fridays, Saturdays and Sundays beginning the Friday after Thanksgiving to the last weekend in March. In addition, the following days/holidays are also open to the public: week between Christmas and New Years; Martin Luther King Jr. Day; President�s Day. Facilities need to accommodate usage for an average of 250 individuals per day, with a max of 420 users per day. The road up to Hurricane Ridge and parking lot is plowed by the National Park Service Thursdays-Sundays (with the addition of the days/holidays listed above), between late November and the last weekend in March. LOCATION Hurricane Ridge is located approximately 17 miles south of Port Angeles, WA 98362, at an elevation of 5,242 feet above sea level. The Hurricane Ridge Road is a steep, winding road that can experience extreme climatic conditions to include heavy snow and compact ice. The developed area of Hurricane Ridge receives an average annual snowfall of 382 inches/year and winds potentially up to 100 mph. During the months of December, January and February the average maximum temperature is 34 degrees Fahrenheit, and the average minimum temperature is 24 degrees Fahrenheit. Average temperature for these months is 29 degrees Fahrenheit. PERIOD OF PERFORMANCE The estimated dates that services would be needed is November 17, 2023, through April 1, 2024. Frequency of pumping, haul-off, servicing, etc. required given the visitation numbers provided. 4.
