Description
NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive quotes. The USACE Los Angeles District intends to solicit and negotiate with Tetra Tech Inc. on a sole source basis under the authority of FAR Subpart 13.601-1(b)(1), Soliciting from a single source if the�contracting officer�determines that the circumstances of the contract action deem only one source reasonably available will satisfy agency requirement.� Required AE services are to write Geotechnical and Materials Completion Report for Tucson Drainage Area Phase 2B, Increment 4 High School Wash and update Design Documentation Report (DDR), Appendix C for Tucson Drainage Area Park Avenue Detention Basin Complex and Channel Improvements. The NAICS code for this acquisition is 541330 � Engineering Services, with a size standard of $25.5 mill������ SCOPE OF WORK: Complete the project completion report for the Tucson Drainage Area Phase 2B, Increment 4�High School Wash Project. This report for High School Wash follows report requirements in ER-1110-1-1901, report formatting guidance provided in Appendix A. Below is a list of all services to be performed for this SOW: � Review all Project Plans and Specifications; � Review all USACE associated Manuals and EM�s; � Attend coordination and comment resolution meetings;� � Review submittals and construction modification documents; � Review Requests for Information (RFI); � Review of QA and QC daily field reports; � Review and evaluate QA and QC test data; � Review and compile instrumentation data and instrumentation recording; � Review O&M manual; � Review DDR (Geotechnical portion of Main Report and Appendix C); � Update DDR (Geotechnical portion of Main Report and Appendix C); � Preparation of final Geotechnical and Materials Completion Report.�The work and services identified are addressed in more detail in the sections below: TASK 1 � PROJECT REVIEW AND COORDINATION Project review and coordination associated tasks are addressed in more detail in the sections below. 5.1 Review of Project Plans and Specifications and USACE Reports and Manuals�Upon receipt of NTP, request data from USACE. Within five days, USACE project leads will�provide available data as below for review. Contractor should also contact Tetra Tech project�designer for any additional project data. Below is a list of data, but not limited, for review. � Contractor Quality Control Plan � O&M Manual � As-Awarded As Built Plans � As-Awarded Specifications � Design Documentation Report (DDR) � Earthwork Plan � Instrumentation Monitoring Plan and Report � Contractor Quality Control Daily Reports and Testing Data � Quality Assurance Daily Field Reports and Testing Data � Construction Submittals and Associated Reviews � Requests for Information (RFI) � Construction Modification Documents � As-Built Drawings specifications � Construction Photographs. 5.2 Project Meetings and Coordination Coordination with the USACE Geotechnical leads for any issue resolution and address project�specific issues. Prior to each meeting, provide an agenda; subsequent to each meeting, submit�notes, including action items. Participate the Probable Failure Mode Analysis (PFMA)�conference. This conference will be in-person at Los Angeles District Office.�For estimating purposes, assume three coordination meetings for each report submittal and each�meeting is assumed to be one hours long. 5.3 Review Plan Review of the project completion report will follow the guidance of ER 1165-2-217s CIVIL�WORKS REVIEW POLICY. Prepare a review plan that will allow for the final submittal of�printed reports to be submitted adhering to the allotted preparation and review time. Provide a�schedule of submittals, in-progress review meetings to responsible leads and reviewers. TASK 2 � UPDATE DESIGN DOCUMENTATION REPORT (DDR) Based on the documentation review, update DDR as needed to reflect design changes during�construction. TASK 3 � PREPARE DRAFT REPORT Prepare the required draft Geotechnical and Materials Completion Report per Appendix A,�Report Formatting Guidance and Geotechnical and Materials Completion Report Outline. Submit draft report to the USACE for review per Section 8, Final Report and Review. Interim reviews or coordination meetings can be requested. TASK 4 � FINAL REPORT AND REVIEW Submit final draft report with record of in-house review for quality assurance review by the�USACE. Review comments will be entered and responded to via Project Extranet (ProjNet). ProjNet will be closed to additional comments 14 days after complete package to be reviewed.�Submit final draft reports within two weeks following the end of the review period. Review�comment back check will be conducted by USACE staff for 1 week following final draft report�submittals. Final report should be submitted within two weeks of completion of Task 3. This report will be attached to the project OMRR&R and be part of the OMRR&R DQC and ATR�reviews. TASK 5 � FINAL REPORT SUBMITTAL FOR OMRR&R REVIEW Respond to OMRR&R review comments and make necessary revision of the final report.�Within 2 weeks after conclusion of OMRR&R review and comments have been incorporated, provide both hardcopy and digital copies per Section 11, Review and Submittals below. Provide�all backup data, including spreadsheets, numeric models, and other data utilized in the�evaluations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any material provided in response to this Notice nor return the data provided.� All interested firms should email their responses to the contacts identified at SAM.GOV not later than fifteen (5) days after the date of publication of this notice.� No other forms of transmission are requested or will be accepted. �����������
