- STATEMENT OF WORK CAC Enabled Lock System USCG Air Station Sacramento 1.0 GENERAL REQUIREMENTS 1.1 PROJECT DESCRIPTION Currently Air Station Sacramento utilizes a Medico XT Electronic Keyset as well as Simplex Cipher locks to ensure a level of security for the doors/entrances around the unit. Installation of a modern Key/Lock System which has the ability to read CAC/PIV certificates would greatly enhance security, which would disable the ability for outside sources to guess PIN/Passwords to doors, and ensure those without access to spaces remain without the ability to gain PIN/Passwords from other members. Project requires removal of existing Medico XT and Simplex Cipher locks from existing doors within the HANGAR ONE (Building 1106) , and installation of 29 new CAC reader face plates, annual maintenance contract, and annual recertification of required GENETEC software. 1.1.1 Technical Point of Contact (POC): OSC Chris Harper (916-643-7648) 1.2 LOCATION 1.2.1 Work to be conducted at USCG Air Station Sacramento. 6037 Price Ave McClellan, CA 95652 Building, #1106 1.3 AIR STATION AND LOCAL REGULATIONS 1.3.1 The work site is on Government property. All rules and regulations issued by the Commanding Officer covering safety, vehicle operation, and sanitation must be observed by the Contractor and his employees at all times. 1.3.2 All personnel employed on site shall keep within the limits of the work, and shall not enter any restricted area unless required or escort by a unit member. The Contractor�s equipment shall be conspicuously marked for identification. 1.3.3 The Contractor shall control its employee�s traffic on site. Parking for workers shall be at a suitable location as directed by the Technical POC. 1.3.4 The Contractor shall coordinate work with the technical POC to minimize any disruption to normal unit operations. 1.4 DAMAGE TO GOVERNMENT PROPERTY 1.4.1 Any damage caused to Government or private property shall be corrected at the Contractor�s expense. 1.5 SAFETY AND SECURITY 1.5.1 The Contractor shall provide all necessary safety equipment to protect the work site area. All work shall be performed in accordance with O.S.H.A. Safety standards to prevent injury to housing occupants, by-passers or workforce. 1.5.2 Contractor shall comply with Federal and State of California safety and health regulations. When standards differ, the more stringent shall apply. All accidents and property damage shall be reported to the Technical POC. 1.5.3 The Contractor shall be responsible for the security of their material, tools and equipment. The Government shall not be responsible for their loss. 1.5.4 The Contractor shall comply with all rules and regulations issued by the National Fire Protection Association covering the use and storage of flammable mixtures or material which might constitute a fire hazard. 2.0 EQUIPMENT 2.1 Contractor shall provide whatever equipment necessary to complete the installation, inspection, and service of Lock System and supporting equipment. 2.1.1 Air Station Sacramento currently utilizes a GENETEC Server to maintain a Closed Circuit Television system, which the key system shall be integrated with licensing. 2.1.2 Contractor shall be familiar with GENETEC licensing requirements, and technical assistance matters. 3.0 SCOPE OF WORK 3.1 Contractor shall remove all current Medico XT and Simplex Cipher locks. Contractor shall dispose of any material in accordance with federal, state and local regulations. 3.2 Remove existing lock system to include; existing locks, and removal of all existing wiring, mounts, etc. All existing lock equipment remains Coast Guard property and shall not be removed from the premises. CG (unit) personnel will be responsible for disposal in accordance with CG Property Management Manual. 3.3 Services shall be accomplished between the hours of 0800-1600, MondayFriday, not to include federal holidays except as designated by the contracting officer or official representative. 3.4 The Contractor shall coordinate with the technical POC to schedule a date and time for project commencement. 3.5 Work must be started within 90 days of the contract being awarded. The contractor may require more time to assemble the required materials and schedule. 3.6 Provide/install 29 new Contactless Key Readers, all necessary transceiver hubs, power banks, switches, cable runs, plates, and pushbars as described in the attached �Overview and Locations� document, and also provide 100 x Crescendo Blank 3YR Certificate Cards for issuance to on site contract personnel. The current GENETEC Server is situated in an unclassified, but restricted server maintenance room in Hangar ONE (building 1106). The computer must be loaded with software capable of managing and controlling all aspects of the CAC Enabled Lock system. The system shall not be internet facing and not have any remote access capability. 3.7 The government shall use a 100% surveillance method. Inspection of work shall be performed periodically while work is being performed and prior to contractor leaving the site. 3.8 The Contractor shall remove all debris, refuse, and hazardous waste from the job site. 3.9 The Contractor shall keep the Contracting Officer and /or technical POC fully informed on the daily progress of the work, from the start through completion of this inspection. 3.10 Unsatisfactory performance shall result in work being re-accomplished at no cost to the government. 3.11 It is the contractor�s responsibility to verify all measurements/dimensions listed above prior to submitting a quote/proposal. 3.12 Contractor will provide hands on instruction on operation of the lock system to include setting privileges for new CAC Users, Creation of Security Groups, retrieving and viewing previously tracked audit log data, and transferring data to removable storage devices, if able. 3.13 Point of contacts is OSC Chris Harper 916-643-7648 or LT David Mattson 916-643-7659 ALL QUOTES MUST BE SENT ONLY TO�:� Jared.A.Osborne@uscg.mil (916) 643-7678 Christopher.A.Bahn@uscg.mil� 916 643 7674
