Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with ABI Scientific Inc., 150 S Sterling Blvd #84, Sterling, VA 201064. The National Institute of Allergy and Infectious Diseases (NIAID)�s Vaccine Research Center (VRC) (collectively �Program�) is developing vaccines for HIV-1 and SARS-CoV-2 and other viruses. ��Production of various wild-type and mutant viral proteins and anti-viral antibodies is critical in vaccine development. These viral proteins and antibodies need to be expressed in cell lines. The proteins will be used in crystallography for structural analysis, immunogen screening and pre-clinical animal studies. In order to create cells to create these proteins, cell growth enhancers and cell mediums are needed. Program has technical and compatibility requirements to use this specific ABI Scientific Inc. �brand and model of cell growth and cell medium items. Program requires specific types of high quality and carefully controlled growth mediums, cell expression mediums, etc., to conduct its research. ABI Cell Medium, Adherent Cell Expression Medium and CelBooster, Cell Growth Enhancer for adherent cells are used to enhance the protein yield and quality through enhancement of cell growth metabolism pathways and leading to dramatically increasing the efficiency of gene transcription, protein translation and after-translation modification within the cells.� Program has undertaken extensive testing of these mediums, and any changes in source will be disruptive to a number of operating protocols within the Vaccine Research Center. Changing to different mediums/different products may also introduce new variables that may cause future data to be incomparable with previous data and may jeopardize research. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2179929) by 11:00 AM �eastern standard time on Wednesday, July 26, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
