- Title Treasure BreakAway Tour Application Improvement � Spanish Add-on NAICS Code: 513210 PSC/FSC Code: �7A21 Place of Performance: Bethesda, MD 20892 POTS: 23-009742 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to BreakAway LTD located in Hunt Valley, MD 21031 on a sole source basis to perform a one-time service to improve the accessibility components to the hospital�s existing application Treasure Tour cross platform (iOS, web, Android). The Clinical Center�s application, Treasure Tour, is a multi-platform (iOS, Android, PC, tablet) game that familiarizes pediatric patients and family members with the hospital.� Improvements to the existing Treasure Tour application will add Spanish translation to the existing text and art and additional avatars in wheelchairs, with medically relevant appearances, culturally relevant clothing and head wear items and updated staff photos.� BreakAway LTD is the exclusive author and developer of the Clinical Center�s Treasure Tour application. �The related interface and all software code are proprietary to the author.� BreakAway is the only known source capable of executing improvements to add the Spanish translation to the Treasure Tour application.� Without these additions to the application, the effectiveness of this tool will decrease. �Maximizing the impact of the Treasure Tour application is important to the mission of the Clinical Center efforts to recruit pediatric patients and raise the census of patients enrolled pediatric focused clinical trials. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Sheri Eiri Contract Specialist, sheri.eiri@nih.gov by the due date and time marked in this notice.
