- This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of large and small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services. The DISA/DSO is seeking information from potential sources to study, develop and implement net-centric enterprise spectrum management (SM) capabilities to enhance efficiency and effectiveness and pursues emerging spectrum technologies that may either benefit or impact the Department of Defense�s (DoD's) ability to access the electromagnetic spectrum (EMS). The DSO advocates for current and future military spectrum requirements in national and international forums to protect DoD global operations. The anticipated Period of Performance is January 2024� January 2029; one base year followed by four option years. The anticipated Place of Performance will be at the contractor�s site with some contractor support required at the DSO located in the DISA Headquarters, 6916 Cooper Avenue, Fort George G. Meade, MD 20755, and the other DSO facility located at 2004 Turbot Landing, Annapolis, MD 21402.� DISCLAIMER: THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS NOTICE.� ANY INFORMATION SUBMITTED BY RESPONDENTS IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: The DoD is an active participant in the process to identify and share or reallocate spectrum in support of recent Executive Orders and Congressional Legislation.� As part of the process, it is necessary to evaluate DoD spectrum-dependent systems with respect to the possibility of either sharing spectrum with commercial systems or relocating the DoD systems to other frequency bands. This, in turn, will require spectrum strategies that enable DoD to anticipate, guide, and respond to changes in spectrum technology, policy, and regulations. The DSO plays a pivotal role in support of the DoD by conducting these analyses. This Project Address all aspects of Spectrum Management: Modeling and Simulation Support. Describe and provide an example of your company�s experience of Spectrum Modeling and Simulation software development and approaches for government and civilian models including but not limited to the architecture techniques, systems technologies, functionality, engineering algorithms, model development/modernization/validation, and the computer programming language. Specifically, describe your knowledge and experience of using computer programming language C# (pronounced as See Sharp) in a spectrum related M&S software development environment. Test and Measurement Support. Describe and provide an example of your company�s experience to develop and evaluate external test and measurement plans and procedures to evaluate spectrum sharing enablers or technical approaches in the field or to characterize interference protection criteria through comprehensive and precise measurements in the laboratory. Including but not limited to field measurements, bench measurements, data analysis of test results, and technical leadership approach. Emerging Spectrum Technology Support. Within the DSO, the Strategic Planning Division (SPD) is responsible for developing comprehensive and integrated spectrum planning along with long-term strategies for Department of Defense (DoD) spectrum access, as well as assisting the Office of the DoD Chief Information Office (Spectrum) in spectrum management policy, strategic planning, and oversight.� Describe and provide an example of your company�s experience to support and identify emerging agile, adaptable, flexible spectrum technologies (e.g., Dynamic Spectrum Sharing (DSS), Dynamic Spectrum Access (DSA), etc.), and evaluating the capability of current tools/data/processes to enable those technologies and support Joint Electromagnetic Spectrum Operations (JEMSO). Data Services. Describe and provide an example of your company�s experience of Spectrum Management, spectrum data, and spectrum data standards to include the practical usage of Military Communications-Electronics Board (MCEB) Publication 7 (Pub7) Standard Frequency Action Format (SFAF) and MCEB Pub8 Standard Spectrum Resource Format (SSRF) formats in a spectrum-related modeling & simulation software development and maintenance environment. As well as the support and understanding of Extensible Markup Language (XML) and JavaScript Object Notation (JSON) implementation of various standards and data storage. SPECIAL REQUIREMENTS: All contracting personnel must have a Secret Clearance. The work to be performed under this contract/order is up to the Secret level.� Therefore, the company must have an interim or final Secret Facility Clearance from the Defense Counterintelligence and Security Agency Facility.
