- Special Notice to Sole Source: 2032H323N00013 Agency: Internal Revenue Service (IRS) POC: Tasha Dewese | email:� tasha.g.dewese@irs.gov For: Kharon Clearview Services The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition in accordance with FAR 6.302-1 with 1nteger d/b/a Kharon for web-based subscription services with the approximate start date of September 15, 2023. The Office of Terrorism and Financial Intelligence (TFI) develops and implements U.S. government strategies to combat terrorist financing domestically and internationally and develops and implements the National Money Laundering Strategy as well as other policies and programs to fight financial crimes. As a component of TFI, the Office of Intelligence and Analysis (OIA) is responsible for TFI's intelligence functions, integrating the Treasury Department into the larger intelligence community (IC), and providing support to both Treasury leadership and the IC. TFI oversees several component offices and bureaus, including the Office of Foreign Assets Control (OFAC), which administers and enforces economic and trade sanctions based on US foreign policy and national security goals against targeted foreign countries and regimes, terrorists, international narcotics traffickers, those engaged in activities related to the proliferation of weapons of mass destruction, and other threats to the national security, foreign policy or economy of the United? States. In support of these missions, TFI (including OFAC, OIA, and TFFC) requires a subscription to a web-based online search and data visualization service to assist with investigative and compliance functions. The subscription product must offer: Proactive network analysis of persons on OFAC�s Specially Designated Nationals (SDN) list and other global watch lists Direct access to the source materials (e.g., media reports, business records, etc.) The purpose of this requirement is to acquire a subscription for at least 12 accounts to an existing off-the-shelf service that provides proactive, network-based analysis of sanctioned or trade-restricted parties. This standalone service must assist with developing linkages, allowing for exploration without significant lead information. Additionally, the service must offer multiple degrees of separation analysis and permit a user to explore any node for additional links. Finally, this service must also contain copies of the documentary materials underlying the analysis (i.e., media reports, business records, etc.). �Note: Update NAICS code: 518210 Data Processing, Hosting, and Related Services A 12-month base period and two (2), 12-month option periods are contemplated for this acquisition with an approximate start date of September 15, 2023. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 3:00 PM, EST on July 31, 2023. Responses shall be submitted to Tasha Dewese at Tasha.G.Dewese@irs.gov and Ramona L. Hanson at Ramona.L.Hanson@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company UEI No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A draft copy of the Statement of Work is attached to this notice.
