Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER, it is NOT a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service (NMFS) intends to negotiate with and issue a sole source, firm-fixed price award (Base plus three option years) to Floragenex Inc, Eugene, Oregon 97440, under Simplified Acquisition Procedures in accordance with FAR 13.106-1(b), and as authorized by FAR 6.303 and will incorporates clauses that are in effect through Federal Acquisition Circular 2023-04, effective date 06-02-2023. The associated North America Industry Classification System (NAICS) Code is 541990 and the Size Standard is $19.5M.� The anticipated award date is July 25,2023. NOAA/NEFSC Fisheries Ecology Branch, located at JJ Howard Marine Laboratory, Sandy Hook, Highlands, New Jersey has a requirement for provide for specialized RNA molecular sequencing and transcriptiome assembly services for river herring (RNA Extraction, PacBio RNA Sequencing Library Prep; Library AQ/QC; Sequel II single SMRT cell (100% usage), and analytics data management) for fish samples to support ongoing projects assessing natural resource damage and species sustainability and conservation for river herring in the northeast region waterways. Sequencing provider will apply technologies necessary for transcriptome assembly, RNA-sequencing, and analysis of differential expression and then provide statistical and interpretive analysis and associated support in the form of regular reporting and collaborative discussions between the informatician and the government.� Sequencing provider will hold appropriate commercial licenses for use of the RAD-seq technologies, and be licensed to use Intellectual Property from KeyGene and also from the University of Oregon,� as well as established and current legal data agreements with Federal Trustees including NOAA, United States Fish and Wildlife Services, and their legal representatives. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than July 24, 2023 at 11:00AM(EST). The capability statement must provide clear, concise and unambiguous evidence substantiating capabilities that would be advantageous to the Government. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�� No solicitation package is available. Oral communications will not be accepted.��
