Description

SOLE SOUCE ANNOUNCEMENT-Notice of Intent for Sole Award-Trimble Radio Lease to Measutronics Corporation 1. General Description a. Through a firm-fixed-price Blanket Purchase Agreement (BPA), Measutronics Corporation shall lease commercial off the shelf (COTS) marine grade, ruggedized, Trimble TDL 450 HX radios to the Government. The radio shall be programmed by a Trimble Advanced Marine Partner to transmit and receive at high performance throughout the 450 � 470 MHz bands. The radios shall seamlessly interoperate with Trimble RTK Systems. The furnished radios shall be designed by the manufacturer for interoperability with Trimble R7, R8, R10 and SPS855 GNSS systems and Trimble GPS. The radios shall have the ability to be incorporated with the existing GNSS systems without the need for modifications, customized parts, or adapters due to the inherent field complications (i.e. corrosion) associated with excessive connections and wire splices in a Floridian marine environment that consists of high heat, high humidity, and a significant amount of salinity. b. The radios shall offer high power broadcast of GPS correction data with reduced latency. The leased radios shall have the ability to perform automatic channel scanning, which scans all available channels and returns to the best one for transmission. The leased radios shall be suitable for outdoor, coastal, field work consuming minimal power�and shall be reliable for daily performance in operating temperatures that average at 120� F. The leased radios shall have a user interface that includes channel display, lights that indicate system status, and on/off control. The radios shall be designed by the manufacturer for use with internal 450 - 470 MHz radios. The radios shall be furnished in a brand new or like new condition. Due to the requirement for CESAJ-OD-H to routinely operate in facilities such as US Naval Station Kings Bay and USMC Blount Island, the highest level of data security is required. The specific radio specified in this Description of Supplies (DoS) was approved by a Pentagon ITAS waiver and the USACE Radio Engineering Chief. Subsequently, no other units may be considered. 2. 10 U.S.C. 3204 (a) (1) as implemented by FAR 6.302-1(a)(2), Only one responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. a. Reason for Sole Source Measutronics Corporation is a USA company that specializes in Trimble and integrates a wide range of positioning technologies including GPS, GNSS Technology, laser, and inertial technologies. The vendor has written endorsement from Trimble Inc. which specifies the facility as a designated full-service installation and repair facility. In addition to the letter, this endorsement was published in the International Dredging Review (Sept / Oct 2017). 3. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on August 04, 2023. Inquiries will only be accepted via email to Glenn.I.Jenkinson@usace.army.mil and CC Gerald.L.Garvey@usace.amry.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
