Description: Announcement Number: NW-WG3401-23-00920 Project Title: DCP Simulator and Winsense Simulator The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center has a requirement for DCP and Winsense Simulators. 4 each CSI Assembly 41371, DCP Simulator and 4 each CSI Assembly 41372, Winsense Simulator should be in accordance with a Sole Source Justification. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. Sole Source Justification:� DCP Simulator will include a computer operating in a Windows OS environment. As is the case with DCP, Campbell Aero is not loaded on the DCP simulator. Other programs required to simulate a DCP will be loaded onto the DCP simulator. Winsense simulator will included a computer operating a Windows OS environment. Up to 12 sensors can be simulated - the simulator will include 12 FOMs. CSI will loan NOAA's Winsense application onto the computer. These assemblies will be the test equipment for the lifecycle of the ASOS 2.0 units in the field.� These assemblies will support the mission of life and property protection by testing equipment to verify that they are providing accurate data used by weather forecasters to assess and report current weather conditions and make future predictions. Campbell Scientific, Inc., is the sole provider of the required systems. The North American Industry Classification Code (NAICS) for this acquisition is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a business size standard of 750 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Alexyss Ermert, Alexyss.Ermert@noaa.gov, should a solicitation be issued.
