- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION AND REQUEST FOR STANDARD FORM 330S. IT IS NOT A REQUEST FOR PROPOSAL (RFP) AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PAY FOR ANY PROPOSAL PREPARATION COSTS. FOLLOW THE INSTRUCTIONS CONTAINED IN THIS NOTICE FOR RESPONDING TO THIS OPPORTUNITY. The Centers for Disease Contract & Prevention (CDC), National Institute for Occupational Safety & Health (NIOSH) is seeking a qualified small business Architect-Engineer (A/E) firm to provide A/E services to design the renovation of the Morgantown, West Virginia boiler plant using the best blend of cost, construction efficiency, system durability, ease of maintenance, and environmental compatibility. Design services include preparation of specifications, drawings, cost estimates, etc. which detail the demolition and replacement of three (3) high pressure boilers, all pipes, steam traps, steam lines in the plant, deaerator tank, condensate tank, electronic components, gas lines, lighting, HVAC, motors, flooring, finishes (paintings, coatings, etc.), gauges, valves, and other peripheral components. The project also includes some redesign of the existing space with the addition of a catwalk with safety railings on top of all boilers. The successful A/E firm should be capable of developing the design drawings, specifications, and construction detailed estimates in such a manner as to permit each portion of the work to be delivered individually or sequenced in any combination that the Government determines to be the best solicitation method at the time of procurement. The CDC anticipates a single award of a firm fixed-price A/E contract. This is a 100% total small business set aside. The North American Industrial Classification System code applicable to this requirement is 541330 (Engineering Services) with a current size standard of $25.5 million. Interested small business firms must be registered in the System for Award Management (SAM) at www.sam.gov. Firms exceeding the small business size standard will not be considered. This requirement will be fulfilled pursuant to Federal Acquisition Regulation (FAR) 36.6 and The Brooks Act. Pursuant to FAR 36.209 and 36.606(c), for any firm(s) receiving award under this requirement, no construction contract may be awarded to the firm (including any of its subsidiaries or affiliates) that designs the corresponding project. Small business firms having the capabilities necessary to perform the A/E services described in this announcement are invited to respond by submitting Parts I and II of the Standard Form 330 (Architect-�Engineer Qualifications) dated not more than 12 months before the date of this synopsis. Include a cover letter detailing the firm�s name and address (as registered in SAM), UEI, TAX ID (TIN) #, and the main point of contact for the company throughout the solicitation process. Selection criteria will be based on the following evaluation factors: 25% - Professional Qualifications necessary for satisfactory performance of required services � Demonstration of professional experience, designated responsibility, and title of person for each area of expertise. Identification of architects and engineers licensed in the state of West Virginia. 25% - Specialized experience and technical competence - Demonstration of previous boiler plant replacement/renovation experience, as well as the successful use of project phasing.� 25% - Past performance � Demonstration of past performance on similar contracts with CDC, other government agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules. CPARS data and/or letters of recommendation from owners of projects referenced should be included. 20% - Organization of proposed team � Demonstration of organizational structure with the ability to successfully manage A/E projects. Demonstration of capacity to complete this boiler plant renovation design on schedule and within budget. Demonstrate the proposed team�s familiarity with each team member as related to common projects. 5% - Location(s) � Demonstration of presence in the general geographical area of Morgantown, West Virginia �and knowledge of the locality.� Using the SF-330, submit details (maximum of one page per project) of not more than five similar boiler plant renovation projects completed in the past five years. Identify the lead designer and detail the design approach with salient features for each project. Discuss how the client's program, function, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Provide a client reference contact for each project, including name, title, mailing address, phone number, and email address. Submit resumes of key personnel outlining commitment to this project, qualifications, and relevant experience as individuals and as a team. Using the SF-330, submit a narrative outline (five page maximum) describing the firm's project management planning, coordination, scheduling and production facilities, capabilities, and techniques relatable to this design effort. Using the SF-330, submit a narrative outline (five page maximum) with examples describing the firm's ability to evaluate/develop accurate preliminary project budgets, ability to control project costs during design process, ability to design within funding limitations, methods used to coordinate construction documents, work of various engineering disciplines, and provide general production quality control. Submit your firm�s SF330 to Bobby Addison, Contracting Officer at baddison@cdc.gov. Firms should be prepared to discuss their submission and to demonstrate their ability to fulfill the design project requirements. A minimum of three firms will be selected for an interview based upon submissions. After the SF-330 review and interview process, the firm determined to be the most highly qualified will be selected to submit a formal proposal and must be prepared to negotiate overhead, profit, and hourly rates for anticipated disciplines.� �
