- THIS IS A PRE-SOLICITATION NOTICE ONLY. This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4523Q0051, posted under the title: EDIS � CONSERVATION OF DAMAGED PHOTOGRAPHS AND ASSOCIATED EPHEMERA will be issued electronically and can be found by searching for the solicitation at SAM.gov Government Portal website on or about August 1, 2023. The Department of the Interior, The National Park Service NY MABO intends to issue a solicitation for a contractor to provide all labor, personnel, equipment, tools and supplies, materials necessary to conserve 287 copyright packages � photograph negatives, contact sheets, associated ephemera � that incurred water damage from Hurricane Ida in 2021. Contractor is expected to examine items to determine nature and cause of deterioration and will coordinate with Park Archivist to determine treatment needs and prioritization of each artifact, and all other tasks as specified within the Statement of Work. All work is expected to occur within Thomas Edison NHP in West Orange, NJ. The entire solicitation package, with all attached documents, will be available in Adobe PDF formats through SAM.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately 365 days. In accordance with FAR 36.204, the magnitude of this contract is between $100,000 and $250,000. Award to be made on a Tradeoff evaluation process providing the best trade-offs to the government. The resulting contract will be firm-fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing similar extensive historic photograph conservation efforts. This solicitation is restricted to Total Small-Business contractors in accordance with Federal Acquisition Regulation (FAR) 6.207 � Set-asides for women-owned small business concerns eligible under the WOSB Program. The RFQ will be set-aside for 100% women-owned small-businesses under NAICS Code 712110 � Museums ($34.0M) and 712120 � Historical Sites ($13.0M). This procurement is subject to Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Search by referencing solicitation number 140P4523Q0051. The successful offeror must be registered in the System for Award Management (SAM) as a women-owned small-business and have current online Representations and Certifications confirming this.
