- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number 12FPC223Q0045 is issued as a request for quote (RFQ), and the acquisition procedures at FAR Part 12 & 13 are being utilized. The Government anticipates awarding a firm-fixed-price purchase order for a base period of one year.� The estimated award date is August 1, 2023. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2023-04 Effective June 2, 2023, which can be found at http://www.acquisition.gov/far/index.html under the current FAR section.� � This solicitation is being conducted as a 100% Service-Disabled Veteran Owned Small Business set-aside. The North American Classification System Code (NAICS) is 238210 Electrical Contractors and Other Wiring Installation Contractors; the size standard is $19 million. Active SAM registration is required in order to be awarded this contract and must remain active throughout the period of� performance. �� Description of Services Scope of Work To professionally install Geotab telematics devices, harnesses, and Personal Identity Verification (PIV) card readers for the United States Department of Agriculture (USDA) Farm Production and Conservation (FPAC) vehicles. The Farm Production and Conservation (FPAC) Business Center will take the lead in managing the telematics implementation project. The project described in this Statement of Work (SOW) will build upon the telematics project that began in Fiscal Year (FY) 2021. Since the start of the project more than 5,800 FPAC vehicles have been equipped with telematics devices and card readers. FPAC requires professional installation services nationwide to continue to support the ongoing telematics implementation project. Background Telematics will assist FPAC with the ability to collect real-time data automatically on motor vehicles in its fleet inventory, track costs and utilization, and reduce the administrative burden on the field. In addition, telematics will provide more accurate data needed to comply with Federal reporting requirements and create exception and ad hoc reports for improved fleet operations and oversight of driver safety. Overall, more accurate data will help the FPAC Mission Area make better decisions regarding fleet utilization and retention. Technical Requirements/ Tasks FPAC will provide Geotab telematics devices, harnesses, and PIV card readers to upfit FPAC vehicles. FPAC already has over 5,800 vehicles outfitted with telematics; however, to progress with the telematics project remaining professional installations are needed. �This will allow FPAC Fleet managers to know the following information for each trip: Who the driver was, What bureau the driver belongs to, and What type of employee (federal employee, contractor, volunteer, etc..) the driver was for each trip. Professional installation services must include: Contractor shall schedule installations based upon the listing of vehicles provided. A total of 200 professional installations will be required. Upon award FPAC will provide a list of 100 vehicles that are requiring installation.� FPAC will provide a list to the contractor of the remaining vehicles requiring installation as they become available.� The contractor will install equipment provided by FPAC, which will include Geotab telematics device, harness, and PIV card reader in the requested vehicles only. The contractor will ensure equipment does not obstruct nor prohibit drivers from safely operating the vehicle after installation. The contractor will remove telematics equipment from previous vehicle and complete installation in new vehicle if needed. The contractor will ensure equipment is installed per the installation instructions. The contractor will contact FPAC Telematics Program Manager and or Geotab support should troubleshooting assistance be required to complete installation. The contractor will manage scheduling of professional installations by contacting provided points of contact upon receiving requests for installation from FPAC Telematics Program Manager. The contractor will provide weekly progress reports noting dates of completion, pending installations, and the type of professional installation by vehicle license plate number. The contractor will travel to locations provided in installation requests to complete installations. The contractor will allow for cancellation of scheduled installations up to 48 hours in advance without penalty. The contractor will allow for rescheduling of scheduled installations up to 48 hours in advance without penalty. �Optional Services� � � � �� FPAC may order additional installations as needed.� Scheduling should adhere to the timelines outlined in Item 8. Deliverables/Schedule table. FPAC may request uninstallation of equipment from one vehicle and installation into the same vehicle or another vehicle. The contractor will allow for rescheduling of scheduled uninstallation/ reinstallations up to 48 hours in advance without penalty. Contractor Personnel Qualifications The Contractor shall accomplish the assigned work by employing and utilizing personnel who meet the following qualifications: � Experienced with Geotab telematics equipment or similar telematics equipment. Can troubleshoot telematics devices and card readers. Customer service oriented �Key Personnel The vendor shall assign to this contract the following key personnel: Project Manager and Account Manager to assist FPAC with scheduling installations. Location and Hours of Work Work under this contract is performed at Government facilities throughout the Continental United States, Alaska, and Hawaii.� Normal agency workdays are Monday through Friday, except U.S. Federal Holidays. � The full Combined Synopsis Solicitation is attached to this notice. � �
