- PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-23-2183793 NAICS � 541380 This is a Notice of Intent, not a request for proposal.� The Laboratory of Malaria and Vector Research (LMVR) of the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Pacific Immunology to procure monospecific antibody production in rabbits with synthesis of immunograde peptides and exsanguination bleed services for a malaria study. This requirement is for monospecific antibody production in rabbits with synthesis of immunograde peptides and exsanguination bleed services to be carried out for multiple assays in the lab, including immunofluorescence and western blotting to study malaria infection and mosquito immunity. LMVR�s Mosquito Immunity and Vector Competence Section investigates the interactions between the mosquito immune system and�Plasmodium�parasites to understand how they affect malaria transmission. LMVR has already used the services of Pacific Immunology for an initial batch of clinical samples on this study protocol and this is a follow-on for an additional batch that requires the use of the same assays previously utilized in order to maintain consistent and comparable results. Monospecific Antibody Production - Rabbits Includes: - 13-Week Bleed / Immunization Protocol in 2 Rabbits - 1 Pre-Immune Bleed per animal - 4 Immunizations per animal - 4 Production Bleeds per animal (~ 20-25 ml of serum) - Peptide Synthesis (~40-50 mg) - Peptide Conjugation to KLH Carrier Protein - ELISA: Titer Quantification at 1st Production Bleed - Affinity Purification: 25 ml Serum against Peptide - Reusable Column - Immunizations prepared using AdjuLite� Adjuvant - Total Serum collection: Approximately 200 ml Synthesis of Immunograde Peptide: (Additional Residues: 15aa included in each package, 200aa Total) Exsanguination Bleeds: Rabbits (~ 100 ml of serum) The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement by email (subject line to reference NOI-NIAID-23-2183793 to Dana Monroe at dana.monroe@nih.gov, by 5:00pm ET Tuesday, July 25, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
