- PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-23-2183235 NAICS � 541380 This is a Notice of Intent, not a request for proposal.� The Laboratory of Immunoregulation (LIR) of the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Metabolon Inc, to procure lipid mediator testing services for an HIV study project. This requirement is for laboratory testing services to test lipid mediators of inflammation and short chain fatty acids, including lactate in older people with and without HIV, and older people with idiopathic CD4 lymphopenia, in support of research taking place in the HIV Pathogenesis Section of the Laboratory of Immunoregulation to study the metabolome in the aforementioned study. Metabolon, Inc. meets the high regulation requirements of the government by consistently performing their high-throughput metabolomics technology to quickly identify and measure the metabolites in a biological sample; they also assess lipid mediators of inflammation and short chain fatty acids, including lactate, to look at how/if metabolic profiles differ or not in subjects of this study group. The required assessment involves performing lipid mediator of inflammation target assay and short chain fatty acids target assay with a total 148 patients� samples in three groups of people over the age of 45. �LIR has already used the services of Metabolon Inc for an initial batch of clinical samples on this study protocol and this is a follow-on for an additional batch that requires the use of the same assays previously utilized in order to maintain consistent and comparable results. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement by email (subject line to reference NOI-NIAID-23-2183235 to Dana Monroe at dana.monroe@nih.gov, by 5:00pm ET Tuesday, July 25, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
