- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the Spatial Navigation and Memory Unit, at the Division of Intramural Research (DIR), within the National Institute of Neurological Disorders and Stroke (NINDS) seeks to purchase a Neuralight 3D ultra SLM module system which will interface with an existing two-photon microscope, allowing flexible 3D beam splitting that simultaneously targets the user defined positions in the sample so that we could combine two-photon optogenetics with simultaneous volumetric two-photon calcium imaging to measure and manipulate neural activity in mouse MEC circuit in vivo in three-dimensions (3D) with cellular resolution. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description The Spatial Navigation and Memory Unit (SNMU) is focused on the neural basis of spatial navigation and memory, with the ultimate goal to uncover the fundamental principle of spatial cognition and the cause of related neurological disorders. Using genetic mouse models, the lab is addressing several fundamental questions: (1) how is spatial information represented and computed in the MEC circuit; (2) whether and how is spatial memory encoded in the MEC; (3) how the MEC interacts with other brain areas to perform its function;� (4) how the physiological function of the MEC is disrupted in Alzheimer's Disease. The laboratory plans to build a 3D microscope with two independent two-photon excitation lasers for volumetric calcium imaging and 3D patterned photostimulations on mice cortex in vivo respectively. The laboratory will require a NeuraLight 3D Ultra SLM Module system from Bruker Nano, Inc. to achieve the above experiments. This module will interface with the current Bruker Ultima 2Pplus two-photon microscope. The collected data are important to understand the causal role of the MEC circuit in spatial cognition and memory formation. Purpose and Objectives The purpose of this requirement is to purchase a NeuraLight 3D Ultra SLM Module system. Delivery 90 days ARO. �CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this Notice must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement utilizing OEM-certified service engineers, access to knowledge of and proprietary software for these customized systems, and ability to provide OEM parts and components. In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 10:00 AM EDT July 28, 2023.
