- 1. INTRODUCTION AND PURPOSE: The Naval Air Warfare Center Orlando Training Systems Division (NAWCTSD) has a requirement for preventive, corrective maintenance and certification support to the local NAVFAC for the Jib Crane Model 12000 Advanced LORS that operates with the Modular Egress Training System (METS), Device 9D6B. In addition, the contractor will be responsive in requests for support for the following devices:� Jib Crane Model 12000 Advanced LORS, Device 9D6B Modular Egress Training System (METS). The Contract�s period of performance is anticipated to cover the base period of 01 March 2024 � 28 February 2025, with four (4) one-year options. The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to determine if this effort can be competitive, and to gain market knowledge of potential qualified sources and their size classifications relative to the North American Industry Classification Systems (NAICS) code 541330 for Engineering Services, exception 1 � Military and Aerospace Equipment and Military Weapons, which has a corresponding size standard of $47 Million. Responses to this sources sought synopsis will be utilized by the Government to determine the best acquisition strategy for this procurement and make appropriate determinations about potential sources. No solicitation is currently available and as such this is not a request for proposal and in no way obligates the Government to award a contract. A decision to set aside all or part of this requirement is dependent upon a review of the information submitted in response to this sources sought. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published. 2. REQUIRED CAPABILITIES: The proposed contract is anticipated to include tasking that would be accomplished by task orders that are subject to FAR Part 12- Acquisition of Commercial Items. a. Load-Test P-307 Inspection/Certification The contractor shall provide direct support to the local NAVFAC for the required Load-Test certification mandated by NAVFAC P-307.� The contractor shall be responsible to provide all necessary technical expertise, personnel, maintenance, supply support, and material to conduct the load-test certification in accordance with (IAW) SSL 24-11237.� b. Non-Load Test Inspection/Certification The contractor shall provide support to the local NAVFAC for the required non-load test certification mandated by NAVFAC.� The contractor shall plan and coordinate with the local NAVFAC and the In-Service Engineering Office (ISEO) two months prior to the expiration for the non-load test.� c. Post Sustainment Restoration and Modernization (SRM) Inspection and Preventive Maintenance d. Annual Inspection and Preventive Maintenance The contractor shall perform annual inspection and preventive maintenance IAW SSL 24-11237 and the technical documentations IAW paragraph 2.1, applicable MRCs at each location. The applicable NAICS code for this requirement is 541330- exception 1, with a size standard of $47 million.� The Product Service Code is J069.� 3. PLACE OF PERFORMANCE: ASTC Cherry Point, NC ASTC Norfolk, VA ASTC Jacksonville, FL ASTC Lemoore, CA ASTC Miramar, CA ASTC Whidbey Island, WA ASTC Patuxent River, MD ASTC Pensacola, FL 4. CONTRACT TYPE: The Government is contemplating awarding a Firm Fixed Price (FFP) contract. 5. SPECIAL REQUIREMENTS: N/A 6. ADDITIONAL INFORMATION: N/A 7. CONTRACTOR RESPONSE: Any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. All Small Business Set-Aside categories will be considered. The written response shall provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Contractor responses shall also include the following information: a. Company name, address and CAGE code; b. Company's point of contact name, phone, fax, and e-mail; c. Declaration as to whether the company is a U.S. or foreign-owned company; d. Company size (Small or Large according to the identified NAICS and size standard identified); e. If the company is a small business, specify type(s) (WOSB, EDWOSB, SDVOSB, HUBZone, SDB, 8(a)); f. Please address if your firm is interested in participating as a prime or subcontractor. If interested in the prime contractor role, please identify anticipated teaming partners and their role in the overall acquisition (specific capabilities/solutions that partner brings to the acquisition, size and status of the partner, CAGE code, approx. workshare, etc) g. A brief capabilities statement package (no more than 10 pages in length, double spaced, 12 point font minimum), demonstrating ability to perform the specific requirements discussed above. h. An outline of previous projects related to the program description, and identify specific work previously performed or currently being performed related to the program description; and i. Any other specific and pertinent information as it pertains to this particular area of procurement that would enhance the Government�s consideration and evaluation of the information submitted. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2021-O0008 is now in effect which includes the definition of �Similarly Situated Entity� and provides a revised methodology for the 50% calculation for compliance with the clause. Small business primes may count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself.
