Description
The Department of Veterans Affairs is seeking SDVOB sources that can provide Acquisition Utilization Specialists to support the Birmingham VA Medical Center according to the following specifications: Contractor agrees to provide Acquisition Support Specialist for the Birmingham VA Healthcare System as remote employees located at: 700 19th Street South Birmingham, Alabama 35233     The Contractor shall provide support for BVAHCS requirements in all phases of the acquisition management lifecycles to include planning, requirements definition, solicitation and Federal Notice development, evaluation, award, post-award management, and contract award closeout, and administrative support. The Contractor shall provide acquisition support service assisting in: Writing requirements into sound and sufficient SOWs, PWSs, and/or Task/Delivery Orders; Performing and/or evaluating market research, trends, conditions, alternative sources, and technological advances as they apply to the program; Researching and reviewing all applicable policies, guidance, and regulations to support the customer and Contracting Officer (CO) in their decision making; Providing business advice and assistance to functional area technical experts, requiring activities, and customers; Collaborating with customers and stakeholders on performance requirements among multiple sites and service lines to obtain agreement, standardize enterprise equipment, supply and/or service requirements in support of strategic acquisition plans; Analyzing and assisting in the development of IGCEs; Drafting/preparing contractual related documents, forms, and solicitations; Reviewing procurement documents for accuracy, adequacy, and completeness; Refining and improving source selection evaluation criteria; Analyzing and evaluating pricing data and other types of pricing information to draft a price reasonableness recommendation for the CO; Working with the technical experts and the CO to ensure project milestones are reflected in the contractual documents and project plan. The Contractor shall identity themselves as a Contractor on all emails, when answering phones, and when creating documents. Only the Government officials shall make all determinations, approvals, and all decision-making authority will be reserved for the government only, and Contractor employees shall not be considered Government employees for any purpose under the contract. The Contractor shall designate a Project Manager. The Project Manager will be responsible for overseeing the contract on the Contractor side and shall: Identifies the Government situation properly and preforms the task required to take corrective action on the customer's questions/issues accurately within 24 hours. Responds to customer requests for assistance promptly and in a friendly and professional manner. Listens to the Government feedback and acts to resolve matters/situations within their control and referred to appropriate staff to assist with the situation. Provides verbal and/or written information within 24 hours to the Government using clear and precise communication method with no more than 2 complaints. Relay any time off request of the Acquisition Support Specialist to the Government and verify proper coverage in their absence. Serve as the direct supervisor for the Acquisition Support Specialist performing this contract. Qualification Acquisition Support Specialist: Each proposed Acquisition SME shall possess all the demonstrated experience and educational requirements as delineated below. Experience shall demonstrate abilities to support federal acquisitions above the simplified acquisition threshold. Each applicant must possess ALL of these minimum qualifications or the required tradeoff for additional years of experience: Education Requirement: A bachelor s degree from an accredited college or university is required. Additional years of relevant work experience can be used in lieu of a degree. Experience Requirement: The Acquisition Utilization Specialist shall have a minimum of twelve (12) years of federal contracting experience working on federal government acquisitions. Candidates with a past or current Federal Acquisition Certification in Contracting (FAC-C) Level I, II or III or Defense Acquisition Workforce Improvement Act (DAWIA) certification are preferred. Resumes must be pre-screened to ensure they show specific and detailed federal government procurement experience. Pre-screened resumes must be submitted to and approved by the COR prior to starting the onboarding process. Additional Required Knowledge and Skills: In addition to the experience and educational requirements described, the SME shall clearly possess the following knowledge and skills: Ability to communicate effectively in English, both orally and in writing; Ability to conduct comprehensive research and analysis of technical and cost data; Ability to read and interpret acquisition policy, regulations, and directives. Safety/Infection Control: Effectively maintains a safe environment and complies with Central Office and OSHA standards of safe work practices by wearing the appropriate uniform and required PPE, complies with workflow practices to prevent cross contamination with no more than two non-compliance findings. Cleans assigned supply bins and shelving on a weekly basis. Ensures no cardboard containers or packaging material are stored in primary or secondary inventory points with no more than three non-compliance findings.
